To give the Commissioner of Children and Families the discretion to waive the requirement for a sixty-day evaluation of fitness and security and award passes for leave to children convicted as delinquent who have had such evaluation and subsequently transfer to a different facility, and repeal the requirement of a minimum one-year stay at the Connecticut Juvenile Training School.

To: (1) Apply police requirements with respect to missing children to all children under eighteen years of age, rather than children under fifteen years of age as currently provided; (2) amend the requirement that police notify the school district where a child or youth resides of an arrest to include the school district in which the child or youth attends school, make changes regarding the confidentiality of such information and provide for the transfer of student education records to detention facilities for educational purposes; (3) clarify that the Department of Children and Families' responsibility for committed delinquent children ends when the child attains the age of twenty; (4) make necessary conforming changes to ensure that current provisions remain in effect when seventeen year olds are included in the juvenile justice system; (5) revise provisions concerning disclosure of juvenile delinquency records; (6) add various crimes to the definition of delinquent act and serious juvenile offenses, and exempt delinquent acts from the definition of a family violence crime; (7) add the offense of evading responsibility for an accident that results in serious physical injury or death to the list of offenses that require notification to be provided to the Department of Motor Vehicles; and (8) make minor, technical and conforming changes.
