To make changes necessitated by the expansion of the judicial performance evaluation program to judge trial referees; to authorize court orders and notices to be signed and disseminated by electronic means; to enact statutory authorization for an existing practice whereby prosecutors and defendants reach agreements as to the amount to be paid for infractions and violations that have been transferred to Superior Court and such payments are processed without a plea or appearance before a judicial authority; to delete language that limits the circumstances under which a retired Supreme Court justice who has not yet reached seventy years of age may sit on a Supreme Court panel; to add holders of state identification cards issued by the Department of Motor Vehicles to the jury pool; to make the use of alternate jurors in civil cases consistent with that in criminal cases; to clarify that violations that carry a penalty of more than one year of incarceration are deemed felonies for the purposes of particular statutes; to allow cases that have been continued for more than thirteen months at the request of the prosecutors to be nolled; to repeal obsolete references to supreme court messengers; to provide a mechanism for victim compensation in cases alleging sexual assault or child abuse when a police report has not been issued; to eliminate language imposing a deductible on victim compensation awards; to clarify that the Office of Victim Services is authorized to be reimbursed for two-thirds of the amount paid out regardless of the source of the money received by the victim; and to make other technical changes to the victim services sections.
