To amend the code of ethics for lobbyists to redefine "lobbyist" and "expenditure" and define "grass roots lobbying", to raise the threshold for requiring lobbyist registration from two thousand dollars to three thousand dollars, and to remove the requirement that communicator lobbyists for state and quasi-public agencies file financial reports since such agencies are prohibited from hiring communicator lobbyists.
