(1) To add members of the General Assembly and elected municipal officials to the membership of neighborhood revitalization planning committees established in the neighborhoods in which such members and officials reside, eliminate the requirement that notice of the adoption of bylaws and amendments thereto by such committees be published in a newspaper, (2) to require municipalities to defend and indemnify such committees and members of such committees, and (3) to require municipalities to establish a process to request waivers of certain codes and regulations that jeopardize the implementation of such a committee's strategic plan.
