To provide that no insurer, health care center, hospital service corporation, medical service corporation, fraternal benefit society or other entity that delivers, issues for delivery, renews, amends or continues a health insurance policy in this state that includes prescription drug coverage shall require that a health care provider prescribe a specific quantity of a psychotropic medication if such quantity exceeds the quantity that the provider deems appropriate.
