To provide that no insurer, health care center, fraternal benefit society, hospital service corporation, medical service corporation or other entity that delivers, issues for delivery, renews, amends or continues a health insurance policy in this state shall use a dollars-per-quality adjusted life year, or any similar measure, as a threshold to determining whether such insurer, center, society, corporation or entity will cover or recommend a health care service or establish or modify an incentive or reimbursement program.
