To: (1) Require the Office of Health Strategy to establish and implement health care cost growth benchmarks in this state; (2) require the Commissioner of Consumer Protection to submit a request to the federal Secretary of Health and Human Services to implement a Canadian prescription drug reimportation program in this state and, if the secretary approves such request, implement such program in this state; (3) implement the Insurance Commissioner's recommendations regarding stop-loss insurance; and (4) require the Office of Health Strategy to seek a state innovation waiver from the federal government to establish a reinsurance program in this state and, if the federal government approves such request, implement such program in this state.

To: (1) Require the Insurance Commissioner to develop and disseminate a minimum set of affordable benefit options for individual and group long-term care policies; (2) provide that no insurance company, fraternal benefit society, hospital service corporation, medical service corporation or health care center may exclusively deliver, issue, renew, continue or amend such policies in this state; (3) require the Insurance Commissioner to refer an insurance company, fraternal benefit society, hospital service corporation, medical service corporation or health care center that files a rate filing for a long-term care policy that contains a deliberate or reckless misstatement or omission of fact to the Attorney General for investigation; (4) require each such insurance company, fraternal benefit society, hospital service corporation, medical service corporation or health care center to disclose to insureds the minimum set of affordable benefit options developed by the Insurance Commissioner; and (5) authorize the Attorney General to investigate a rate filing referred to the Attorney General by the Insurance Commissioner and take action to protect and secure compensation for the insured under the long-term care policy that is the subject of such rate filing.

To: (1) Require certain high deductible health plans to apply annual deductibles on a calendar year basis; (2) require certain health care providers to promptly refund excess cost-sharing payments for covered benefits; (3) require certain qualified health plans offered through the Connecticut Health Insurance Exchange to cover certain benefits, have a minimum actuarial value of at least seventy per cent and offer a broad provider network; (4) prohibit life insurers from discriminating against persons on the basis of sexual orientation or gender identity; and (5) make changes to various provisions of the general statutes concerning high deductible health plans to more closely conform to provisions of the Internal Revenue Code concerning health savings accounts and medical savings accounts.

To: (1) Amend certain captive insurance company definitions; (2) provide tax amnesty to an insured that establishes a branch captive insurance company in, or transfers domicile of its alien captive insurance company or foreign captive insurance company to, this state; (3) modify licensing requirements; (4) authorize the Insurance Commissioner to license foreign captive insurance companies, and issue unlicensed captive insurance companies a conditional certificate of authority; (5) reduce capitalization requirements for pure captive and branch captive insurance companies; (6) authorize the commissioner to exempt foreign branch captive insurance companies from minimum capitalization requirements; (7) authorize foreign captive insurance companies to register to do business in this state; and (8) authorize the commissioner to waive the requirement that (A) alien captive insurance companies and foreign captive insurance companies file an annual report concerning their financial condition; and (B) the commissioner periodically examine the financial condition of pure captive insurance companies.
