To prohibit health insurance policies providing coverage for outpatient prescription drugs, and mental health care benefits provided under state law, with state funds or to state employees, from: (1) Requiring a prescribing health care provider to prescribe an outpatient psychotropic drug in a quantity that the provider deems clinically inappropriate; or (2) imposing increased cost-sharing for less than a ninety-day supply of a covered outpatient psychotropic drug if a prescribing health care provider deems a ninety-day supply of such drug to be clinically inappropriate.

To: (1) Cap certain long-term care insurance premium rate increases at the rate of inflation for long-term care insurance policies for three years; (2) require an insurer that purchases a group long-term care insurance policy from another insurer to honor the contractual obligations of the transferring insurer to the consumer as determined on the date that the transferring insurer delivered or issued such policy to the consumer; and (3) establish the Consumer Advocacy Group Regarding Long-Term Care Insurance to advise the General Assembly regarding long-term care insurance.

To: (1) Establish the ConnectHealth Program, the ConnectHealth Trust Account and the ConnectHealth Advisory Board; (2) require the Comptroller, in consultation with the ConnectHealth Advisory Board and the Office of Health Strategy, to establish the ConnectHealth Plan; (3) authorize the Comptroller to offer coverage to plan participants and beneficiaries in this state under a multiemployer plan, nonprofit employers and their employees, and small employers and their employees; and (4) require the Commissioner of Social Services to seek to amend the federal waiver for the state-wide dental plan that provides for the administration of the dental services portion of the department's medical assistance to expand coverage to include additional individuals in this state.
