To: (1) Shorten from twenty days prior to commencement of a solicitation campaign to one business day prior to commencement of the campaign the deadline by which a paid solicitor must file with the Department of Consumer Protection the contract between such solicitor and the charitable organization; (2) eliminate provisions requiring (A) that copies of campaign solicitation literature be submitted to the department, (B) the Commissioner of Consumer Protection to publicize charitable solicitation campaigns, and (C) the paid solicitor to disclose, at the point of solicitation, the percentage of gross revenue that the charitable organization will receive as a result of the solicitation campaign; (3) provide that a paid solicitor shall maintain, for each solicitation campaign, records containing the name and address of each contributor, if known to the solicitor, and make records containing the date and amount of each contribution, name and residence of each employee, agent or other person involved in such campaign and all income received, and expenses incurred, in the course of such campaign available to the Department of Consumer Protection for inspection upon request; and (4) require a charitable organization to (A) disclose its registration number and certain financial information when soliciting funds, and (B) display its registration number on any printed advertisement.
