To (1) allow a police officer to make an interlocutory appeal of a trial court's denial of an application of the defense of governmental immunity, (2) employ a reasonable officer standard for determinations of whether use of force is justified, (3) restore a police officer's ability to request consent to search a motor vehicle under certain circumstances, (4) cause a revision of the model police pursuit policy to include provisions concerning pursuit of a person suspected of larceny of a motor vehicle or a catalytic converter or trafficking in persons, and (5) ensure that a person registered on the sex offense registry has registered his or her actual residence address.

To (1) exclude mandated trainings from professional development programs for paraeducators, (2) include a paraeducator on professional development and evaluation committees, (3) require the collection of data concerning paraeducators on the state-wide public school information system, (4) require an annual report on paraeducator staffing levels, (5) require paraeducators to review a student's individualized education program with a supervisor, as needed, (6) require the establishment of a grant program to supplement teacher and paraeducator salaries, (7) establish a minimum salary for teachers and paraeducators, (8) require boards of education to (A) offer the Municipal Employee Health Insurance Plan to paraeducators, and (B) pay the employee contribution required under a retirement system for paraeducators, and (9) require the state to pay not less than fifty per cent of the cost to boards of education for providing the Municipal Employee Health Insurance Plan and for paying the employee contribution for retirement benefits.

To: (1) Require a case of a child accused of certain offenses to be adjudicated in the court in the geographical area in which the offense is alleged to have occurred, (2) require mandatory fingerprinting of a child arrested for certain offenses, (3) limit a child's release to a parent who lacks control over a child, (4) provide for automatic transfer to the regular criminal docket of a child who is at least fifteen years of age charged with a serious juvenile offense, (5) permit the court to order a Department of Children and Families investigation into the family circumstances of a juvenile charged with certain offenses, (6) restore the family with service needs petition process and include a child who is truant in the "family with service needs" definition, (7) allow the court to order restitution in motor vehicle theft cases, (8) allow for victim compensation in the case of property crimes committed by a juvenile, and (9) require a study of the implementation of victim impact panels in juvenile delinquency proceedings and, if feasible, implementation of such panels.
