To (1) remove the "Combined Public Benefits Charge" from consumer electric bills, (2) redefine "Class I renewable energy source" to include electricity generated from any hydropower or nuclear power generating facility, (3) prohibit the Commissioner of Energy and Environmental Protection or electric distribution companies from entering into a power purchase agreement if the price for electricity under such agreement exceeds one hundred fifty per cent above the wholesale price of electricity, and (4) remove the Public Utilities Regulatory Authority from the Department of Energy and Environmental Protection.

To (1) require the Connecticut Siting Council to consider the plan of conservation and development adopted by a municipality in which a commercial grid-scale solar photovoltaic system is proposed for development prior to approving any such development, (2) limit the land area in any municipality that may be used for commercial grid-scale solar photovoltaic system development to one-half of one per cent, (3) allow a local zoning authority to adopt minimum setback requirements for any commercial grid-scale solar photovoltaic system, (4) expand the jurisdiction of the Connecticut Siting Council to any commercial grid-scale solar photovoltaic system regardless of such system's generation capacity, and (5) require said council to work in collaboration with local zoning authorities prior to approving the development of any commercial grid-scale solar photovoltaic system in a municipality.
