It would also require the Chief Financial Officer to undertake a study of the solid waste tax credit deduction issued to owners of condominium living units or homeowners who pay for commercial solid waste collection services. As introduced Bill 25-192 would establish a program operated by DC Water and the Department of Energy and Environment to require the removal of lead service lines from public property and from all District government buildings and privately owned properties by January 1, 2030. DC Water must maintain an inventory of water service lines and identify those that are lead service lines. It also provides a tax credit to property owners who voluntarily replace lead service lines from private property through 2025. It requires reporting on program implementation plans and establishes a lead service line job training program at the DC Infrastructure Academy. It establishes training and development guidelines. Workers who work at least 2 hours a work week must be paid minimum wage and it also requires paid sick leave for students enrolled in a District-administered paid job training program.

As introduced Bill 25-195 would require lead service lines on both public and private property be replaced with non-lead lines by December 31, 2030, at no cost to the property owner. It would require that owners of private property serviced by a leas service line to enroll in the Lead Service Line Replacement Program or replace the lead service line themselves. Among other things it prescribes acceptable methods of testing service lines for lead and establishes public education requirements. It would also require DC Water to provide water filtration devices to all properties serviced by a service line made of lead until at least 6 months after the property’s lead service line is replaced. It prescribes certain rights and protections for occupants residing at a property serviced by a lead service line. It would also require that the Department of Energy and Environment engage community-based organizations to review contractor lead service line replacements.
