Establishes an Extended Producer Responsibility Program. Requires certain producers of fast-moving consumer goods to register with the Department of Health and pay an annual fee based on the amount of packaging volume the covered producer places on the market each calendar year. Provides for the deposit of fees into an Extended Producer Responsibility Special Fund. Provides for the expenditure of moneys from the Extended Producer Responsibility Special Fund for the creation of a report that assesses the resources needed to reduce the volume of packaging waste sent to landfills or power plants that burn municipal solid waste as a fuel by fifty per cent and eighty per cent by a date to be determined by rule. Appropriates moneys. Effective 7/1/2100. (SD1)

Establishes a shortage differential salary incentive program within the department of education to provide shortage differential pay for teachers working in special education, hard-to-staff locations, and Hawaiian immersion positions. Provides automatic step increases in teacher salaries for each year of satisfactory service completed by public school teachers. Increases the amount of time available to teachers for planning, preparation, and collaboration.

Requires DBEDT to provide support services to new businesses. Establishes a separate general excise tax rate for a business's first five years of operation. Exempts a business from paying any fees related to licensing and registration within its first five years of operation. Allows individuals to continue to receive unemployment benefits while in the process of starting a business. Requires the state procurement office to advise government bodies to allocate at least five percent of funding to procure goods and services from new businesses in the State. Prohibits savings and loan associations from requiring a signed confession of judgment from a small business as a condition of receiving a loan.

Requires those entities to provide applicants and insured persons with clear information about the coverage of gender transition services, including the process for appealing a claim denied on the basis of medical necessity. Makes the state earned income tax credit refundable and permanent. Allows nonrefundable state earned income tax credits claimed for certain taxable years that exceeded tax liability for the original claim year to be credited against net tax liability in subsequent years until exhausted, up to the end of the 2022 tax year.

Provides employees with up to eight weeks of paid family leave during the first year after birth of the individual's child, adoption of a child by the individual, or placement of a child with the individual through foster care, and eight weeks of paid family leave to care for the individual's family member with a serious health condition during any benefit year, paid through an employer-based private insurance program currently used to provide for temporary disability benefits. Repeals chapter 398, Hawaii Revised Statutes. Appropriates funds to the Department of Labor and Industrial Relations.
