Establishes an expeditious adjudication system for the processing of emergency period infractions. Establishes a fine of no less than $50 and no more than $500 for an emergency period infraction, with the amount per infraction to be set by the emergency order. Makes an appropriation.

Requires every person to wear a face covering when in a public setting, subject to certain exceptions. Establishes a civil fine for failure to wear a face covering. Specifies that if two otherwise equally qualified applicants are seeking the same purchases of services contract, the purchasing agency shall select the applicant who is a qualified medicaid provider.
