Requires purchasing agencies to make a written determination that the amount of a contracting action for purchases of health and human services is fair and reasonable. Amends the selection process and composition of the procurement policy board. Amends the circumstances for when treatment services may be purchased and the procedure to purchase such services. Increases the small purchase threshold. Repeals the establishment of the community council on purchase of health and human services. Requires the chief procurement officer to expeditiously resolve any protest. Creates time limits to resolve protests to the awards of major construction projects valued at or above three million dollars. Effective 7/1/2112. (SD2)

Clarifies when the State shall be exclusively liable for claims for injury or loss of property, or personal injury or death, resulting from the negligent or wrongful act or omission of any professionally licensed or certified employee of the State while acting within the course and scope of the employee's office or employment. Precludes civil actions or proceedings for money damages against the employee, except for claims based on liability other than an employee's course and scope of employment with the State or other employer. Clarifies liability when the State agrees to assume full or partial responsibility in a civil action against a professional licensed or certified employee. (SD2)

Repeals provision that allows persons designated as covered offenders in another state or jurisdiction to petition the attorney general for termination of registration requirements upon demonstrating that the out of state convictions are not covered offenses in the State of Hawaii. Requires certain long-term visitors to Hawaii with out-of-state convictions to register pursuant to section 846E-2(b), HRS. Clarifies how persons required to register pursuant to section 846E-2(b), HRS, can petition to terminate registration. (HD1)
