Requires coffee blend labels to disclose geographic and regional origins and per cent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a designated percentage of coffee by weight from that geographic origin, phased in to a minimum of fifty-one per cent by 1/1/2025. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii.

Also imposes a fine on the homeowners' associations or other private entity for wrongfully denying the installation of a solar energy device to be paid into the energy security special fund.

Requires the Department of Human Services to provide notice to all parties who are placed on the Hawaii Child Abuse and Neglect Registry. Establishes definitions of "immediate harm" and "protective custody warrant" for the purpose of the Child Protective Act. Requires a police officer who assumes protective custody of a child who is subject to immediate harm to provide a written report detailing the observations justifying the immediate removal to the department within twenty-four hours of assuming custody of the child. Requires a copy of the police report to be provided to the parents of the child and to the court. Requires the Department of Human Services to provide written notice to a parent of the parent's right when conducting an investigation regarding a child who has been harmed or may be subject to imminent or threatened harm.
