Requires vehicle registration records to be kept for businesses engaged in the selling or negotiating the purchase of used motor vehicle parts or accessories. Specifies that these businesses are required to refuse purchase of used motor vehicle parts or accessories and report the attempted sale to police if a seller does not provide certain information at the time of the attempted sale. Changes the fine for any violations of the used motor vehicle parts and accessories law.

Reduces the size of the Taxation Board of Review from ten members to three, with at least two members required for quorum. Establishes that the members shall be full-time employees, with compensation based on a percentage of the salary of the director of taxation. Authorizes the members of the Taxation Board of Review to validate the board's actions with a concurrence of the majority of members who heard the appeal. Clarifies that board meetings are contested case hearings and provides notice requirements. Clarifies the legal and evidentiary framework the board shall use in reaching its decisions. Appropriates moneys to the Department of Taxation to establish three full-time equivalent Taxation Board of Review members and two full-time equivalent staff positions.

Provides for the term expiration of a holdover member of a board or commission at the end of the first regular legislative session following the expiration of the member's term. Provides that the provisions of section 26-34, HRS, shall prevail over other inconsistent laws. If a holdover member's term is set to expire and the Governor fails to nominate a successor, authorizes the President of the Senate to nominate a successor for that board or commission.
