Requires the department of human services to work with the department of public safety, family reunification working group, and other entities serving children and families affected by parental incarceration to establish a pilot visitation and family resource center at Waiawa correctional facility on Oahu whose staff includes trauma-informed professionals who serve as liaisons and hookele for families affected by incarceration. Requires the department of human services to continue to lead a working group to address visitation and support needs of children and families of incarcerated individuals. Requires the working group to submit a report to the legislature before the regular session of 2023. Appropriates funds to the department of human services and department of public safety for the establishment of the pilot visitation and family resource center at Waiawa correctional facility. (CD1)

Authorizes the issuance of general obligation bond proceeds to the Hawaii Public Housing Authority to begin the development and construction of permanent supportive housing units to meet the needs of chronically homeless individuals and families and other vulnerable populations in the State. Authorizes the Hawaii Housing Finance and Development Corporation to consider any application from the Hawaii Public Housing Authority or partner, or both, for competitive federal low-income housing tax credits for the construction of these units. Establishes the five-year Homelessness Triage Center Pilot Program to be administered by the Department of Human Services, to assist homeless adults with serious mental illness, chronic medical conditions, or chronic substance abuse issues access appropriate treatment, shelter, care, and housing by providing temporary shelter and referral services. Appropriates funds. Effective 12/31/2050. (SD1)

Establishes the housing choice voucher landlord incentive program. Requires HPHA to adopt rules without regard to chapter 91, HRS, to establish specified incentives for landlords who participate in the tenant-based assistance housing choice voucher program under section 8 of the United States Housing Act of 1937. Requires HPHA to adopt or amend rules no later than 7/1/2023 to establish a maximum of fifteen days after receipt of an owner's or landlord's inspection request as a reasonable time within which to inspect a dwelling unit for lease under the section 8 housing choice voucher program.
