Establishes the sea level rise relocation special fund. Requires the department of land and natural resources to complete and maintain a current inventory of all public lands that are located outside the sea level rise exposure and special flood hazard areas. Allows the exchange of public land for private lands for the transfer of development rights or land exchanges to relocate private development away from high risk areas. Expands the climate change adaptation priority guidelines. Appropriates funds.

Expands the department of land and natural resources' rulemaking authority to include any rule deemed necessary to protect certain aquatic life. Expands the board of land and natural resources' authority to temporarily adopt, amend, or repeal certain natural resource rules by formal action at a publicly noticed meeting if the board finds that such adoption, amendment, or repeal is necessary to implement effective and adaptive management measures in response to new or previously benign aquatic nuisance species, in light of newly available technology, or in light of newly available data. Creates new fines for violations of rules pertaining to the department's prevention of or response to previously benign aquatic nuisance species. Authorizes the department to prevent or respond to threats from aquatic nuisance species from all discharges incidental to the normal operation of a vessel, not just ballast water and hull fouling.

Establishes the Environmental Crimes Unit within the Office of the Attorney General. Makes the disposal of motor vehicle tires in violation of State law governing recovery of used motor vehicle tire recovery a petty demeanor crime. Establishes a $1 motor vehicle tire surcharge to be imposed on every replacement tire installed on a motor vehicle in the State after September 30, 2023. Requires tire retailers and tire wholesalers who install replacement tires to pay the surcharge to the Department of Health, and the Department of Health to deposit the revenues into the Environmental Management Special Fund. Allows the Department of Health to use the Environmental Management Special Fund to fund the Environmental Crimes Unit. Appropriates Funds.
