Requires a report to the Legislature. Appropriates funds.

Establishes water fluoridation requirements for privately-owned and government entity water suppliers in the State to conform with the United States Department of Health and Human Services standards for optimal water fluoridation levels. Exempts federal water suppliers. Requires water suppliers to test water systems for fluoride levels at intervals established by the Department of Health. Requires the Department of Health to provide training to water suppliers for the implementation of water fluoridation. Requires the Department of Health to submit annual reports to the Legislature.

Reinstates the exemption from the behavior analyst licensing requirements for certain teachers working in collaboration with a licensed behavior analyst or licensed psychologist. Expands the exemption for registered behavior technicians to implement applied behavior analysis services under the direction of a licensed psychologist. Reinstates the exemption from the behavior analyst licensing requirements for individuals who implement applied behavior analysis services to participants in the Medicaid home and community-based services waiver program. Requires the Department of Education to report to the Legislature on the implementation of Medicaid reimbursements for applied behavior analysis services. (CD1)

Beginning January 1, , establishes a zero net vehicle growth policy in the State to ensure that the number of vehicles in the State does not exceed the vehicle threshold. Prohibits the importation of a vehicle into the State unless the dealer or individual importing the vehicle demonstrates proof that an existing vehicle in the State was recycled, destroyed, or transported out of the State and the importation of the vehicle does not cause the total number of vehicles in the State to exceed the vehicle threshold. Requires proof of compliance for dealers and individuals importing vehicles into the State.
