Establishes a continuous Legislature. Requires the Legislature to convene at least once a month. Removes language regarding special sessions, adjournment, and recesses. Creates a two-year deadline for a bill to be submitted for gubernatorial consideration. Standardizes the number of days that the Governor must approve or veto a bill submitted for consideration. Requires bills returned by the Governor to be heard by the Legislature within 30 days for the bill to be further amended. Requires the passage of the legislative budget within 45 days before the end of each fiscal year. Makes members of the Legislature subject to the sunshine law. Prohibits members of the Legislature from having employment other than their work as members of the Legislature. Takes effect 01/01/3000. (SD1)

Requires the attorney general to defend professionally licensed or certified state employees from civil actions or proceedings, subject to certain circumstances. Establishes certain filing and hearing requirements for when the attorney general refuses to defend a state employee. Requires that if the State refuses to defend a state employee from civil actions on certain grounds, that the State file a motion to be heard with the court. Effective 6/30/3000. (HD2)

Prohibits, with certain exceptions, any state agency or political subdivision from providing private information regarding, or authorizing an arrest warrant based on, the receipt or provision of, or assistance with, reproductive health care services that are lawful in the State. Requires the Department of Health to maintain on its website information about access to abortion in the State, including current information about state law. Requires the Director of Commerce and Consumer Affairs to assess and report to the Legislature on any policy changes or legislation needed to ensure that no person is disqualified from licensure or subject to professional discipline based on the lawful receipt or provision of, or assistance with, reproductive health care services in the State.

Requires the department of health to track and publicly report certain data relating to crisis reports, emergency mental health transports, and court-ordered treatments. Requires the department of health to respond to reports about persons having severe mental illness who are in need of assistance, assess whether those persons may fulfill the criteria for assisted community treatment, and coordinate the process for an assisted community treatment order if indicated. Establishes that a court's denial of a petition for involuntary commitment shall serve as notification to the department of health that the person should be evaluated for assisted community treatment. Requires the department of the attorney general to assist with the preparation and filing of petitions for assisted community treatment, unless declined by the petitioner. Appropriates funds to the department of health for software and data collection and publication. Appropriates funds for statewide education and training on policies related to emergency examination and hospitalization and assisted community treatment. Effective 6/30/3000. (HD2)
