Requires the public utilities commission to make every effort to complete its review for a merger, consolidation, acquisition, or other change of control and issue a decision within nine months or twelve months from the date of a completed application. Requires the public utilities commission to establish standards for deeming an application complete. Specifies the process for objections and amendments to submitted applications. Allows for waiver or extension of the applicable time period. Requires the public utilities commission to submit a report to the legislature if those timelines are not met. Effective 6/30/3000. (HD1)

Exempts from the requirement that a water common carrier secure the prior approval of the Public Utilities Commission to issue stocks and stock certificates and enter long-term leases of more than three years and leverage leases: (1) land leases from a governmental entity; provided that either the water common carrier or governmental entity provides a letter to the commission outlining terms of the lease agreement in a reasonable timeframe after the agreement is executed; and (2) leases of any equipment of which the annual cost of the lease is below a threshold as determined by the commission in the most recently approved rate case or other ratemaking proceeding. Effective 7/1/2050. (SD2)

Establishes penalties for failure to comply with certain submerged land reclamation regulations. Adds requirements for presently reclaimed land to be disposed of by the Board of Land and Natural Resources, without recourse to public auction, to an abutting owner, by sale, or by lease. Provides requirements for the Board of Land and Natural Resources to lease state submerged lands and lands beneath tidal waters.

Expands the definition of "beer" under the liquor regulatory laws to mean any alcoholic beverage containing no less than 0.5 per cent alcohol by volume obtained by fermentation of any infusion or decoction of malt or any substitute, including alcohol seltzer beverages and excluding sake, cooler beverages, and other distilled products. Authorizes brewpubs to sell beer they manufacture, or beer manufactured on their premises, subject to certain conditions. Effective 1/1/2024.
