Requires the insurance commissioner to establish an annual enrollment period for medigap insurance plans. Requires issuers of Medigap insurance in the State to accept an eligible individual's application for coverage during the open enrollment period. Prohibits issuers from denying the applicant a Medigap policy or certificate or making any premium rate distinctions due to various reasons, including health status. Requires the insurance commissioner to amend or adopt rules accordingly. Effective 12/31/3000. (HD1)

Establishes the mold information and awareness program administered by DOH. Requires mandatory disclosure of the presence of mold as part of any sale, transfer, or rental of residential, commercial, or industrial property. Requires DOH to conduct reviews every five years on mold identification and remediation technology or treatment techniques. Requires the director of health to establish a public awareness campaign. Requires disclosure forms for the sale of residential real property to include a notice to buyers about the presence of mold, if applicable. Requires a landlord or any person authorized to enter into a rental agreement on the landlord's behalf to disclose the presence of mold, if applicable. Requires DOH to study the adverse effects of mold on humans and report to the legislature.

Requires the Department of Health, with assistance from each county, to develop a statewide needs assessment to determine resources necessary to reduce packaging waste by seventy per cent from the baseline amount. Requires the Department of Health to establish an advisory council by 1/1/2024 to advise the Department on how to structure a producer-funded packaging waste reduction and reuse program. Requires the Department of Health to: (1) develop a packaging waste reduction and reuse program by December 31, 2025, and (2) publish and implement a packaging waste reduction and reuse plan, beginning July 1, 2026. Establishes the Packaging Waste Special Fund. Makes appropriations.

Allows the sale of food products infused with cannabinoid, hemp extract, hemp derivatives, or other hemp products. Allows the sale of hemp leaves and hemp floral material. Requires the identity statement used for labeling or advertising of hemp products to clearly identify the hemp's place of origin. Effective 6/29/2023.
