Allows the Hawaii Community Development Authority to approve the residential development on the parcels owned by the Office of Hawaiian Affairs in Kakaako. Raises the building height limit and increases the maximum floor area ratio for residential development on the parcels. Exempts the residential developments on the parcels from the requirement to dedicate public facilities of land or facilities, or cash payments in lieu thereof, as a condition of development; the prohibition on sale or assignment of fee simple interest in land in the Kakaako Community Development District; and the prohibition on residential development in the Kakaako Makai area. Appropriates funds for repairs of certain structures located on the parcels and for compensation relating to the Office of Hawaiian Affairs' pro rata portion of income and proceeds from the public land trust. Effective 7/1/2050. (SD1)

Authorizes the Department of Hawaiian Home Lands to administer a lease award program for beneficiaries on the homestead lease waiting list who are at least sixty years old or terminally ill, under certain conditions. Authorizes qualified successors of certain beneficiaries on the waiting list who died before receiving a lease to file a claim for a lease award within a certain time. Requires the Department of Hawaiian Home Lands to adopt rules by a certain date. Effective 3/22/2075. (HD1)

Expands the coffee labeling and advertising requirements to include ready-to-drink coffee beverages and the inner packages and inner wrapping labels of roasted coffee, instant coffee, and ready-to-drink coffee beverages. Specifies that the coffee labeling and advertising requirements apply if the applicable products are produced in whole or in part from Hawaii-grown and Hawaii-processed green coffee beans. Requires disclosure on the label of coffee blends of the respective geographic and regional origins and per cent by weight of the blended coffees. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted coffee or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii. Effective 7/1/2024. (CD1)
