Allows a bank to invest, in aggregate, up to fifteen per cent of the bank's capital and surplus in limited partnerships, limited liability partnerships, limited liability companies, and corporations formed to invest in affordable housing residential properties without the prior approval of the Commissioner of Financial Institutions or an after-the-fact notice. Authorizes an eligible bank to make an investment exceeding fifteen per cent, but not exceeding twenty per cent, of the bank's capital and surplus without prior notification to, or approval by, the Commissioner if the eligible bank submits an after-the-fact notice. Exempts state projects from county building permit, inspection, and certificate of occupancy requirements under certain conditions. Requires the state agency responsible for the state project to submit for review and comments, a building permit exemption notice to the county in which the state project is located. Requires the county to review and submit written comments regarding the state project within thirty days of its receipt of notice and if on the thirty-first day, written comments are not provided, the state project may proceed. Requires the counties to adopt ordinances. Defines building permit, state agency, state lands, and state project.

Beginning 7/1/2025, requires the Department of Land and Natural Resources State Historic Preservation Division to contract its review of proposed state projects, and projects affecting historic properties to third party consultants if the projects involve the development of affordable housing and the division, after an initial evaluation, determines it will not be able to complete its review within sixty days. Establishes requirements for qualified third parties providing review services. Requires the project proponent to pay for the reasonable fee requirements of the third party consultant. Allows the project proponent to contract or sponsor with any county, housing authority, non-profit organization, or person, to meet the third party fee requirement. Requires the Department to publish a draft of its proposed rules within one year and within one year thereafter, present its proposed final rules to the Board of Land and Natural Resources. (SD1)

Before the transfer of non-agricultural park lands, authorizes the Department of Agriculture to request information from the Department of Land and Natural Resources related to the establishment of necessary and reasonable easements upon the lands. Amends legislative findings regarding non-agricultural park lands. Requires the Department of Agriculture to accept the transfer of and manage certain qualifying non-agricultural park lands. Requires the Department of Agriculture, prior to offering a lease, to inquire with the Department of Land and Natural Resources regarding any easements required for access to landlocked forest reserves or other assets on the lands subject to the lease. Continue to require the lessee to maintain a conservation plan. Requires approval from the Board of Land and Natural Resources and the Board of Agriculture before removing pasture lands for reforestation, or other public purposes. Effective 7/1/2050. (SD1)
