Authorizes a condominium association to provide a summary of the required information in its budget. Authorizes a condominium association's reserve study to forecast a loan or special assessment to fund life safety equipment or installations for any building located in a county with a population greater than five hundred thousand. Authorizes a condominium association to use a third party to conduct a reserves study on behalf of the condominium. Clarifies the information to be included in the description of how the estimated replacement reserves assessments are computed. (CD1)

Requires each member of a cooperative housing corporation board of directors, planned community association board of directors, and condominium association board to attend a training and certification course provided by the Real Estate Commission within one year of appointment or election or one year of the effective date of the Act. Requires the Real Estate Commission to establish and administer a training and certification program to ensure that every board member understands the member's legal and fiduciary obligations pursuant to chapters 421I, 421J, and 514B, Hawaii Revised Statutes.

Requires the Hawaii Housing Finance and Development Corporation to: prioritize the allocation of low-income housing tax credits to state-owned development projects; amend the Low-Income Housing Tax Credit Qualified Allocation Plan to allow up to twenty per cent of the maximum one hundred twenty points on the application criteria point system to be allocated to projects offering to convey ownership of the completed project to the State or an organization obliged to use all financial surpluses generated by the project to construct more housing; not award additional points for developer fees that are under twelve per cent; and prioritize applicants who have demonstrated accelerated full repayment into the rental housing revolving fund of past rental housing revolving fund loans. Authorizes the counties to promote certain labor standards through zoning ordinances. Includes off-site construction of a public work project for purposes of the State's prevailing wage requirements. Allows certain affordable rental housing projects to receive a waiver of county property taxes and various county development fees. Requires that all orders from the governor to set aside public lands for the development of affordable housing projects contain a provision that the construction of the development be subject to the State's prevailing wage requirements. Amends the limit on the type of costs eligible for exemption from the general excise tax for development of affordable rental housing approved or certified by the Hawaii Housing Finance and Development Corporation. Prohibits any law, ordinance, or rule from imposing an inclusionary zoning requirement on housing offered exclusively for sale in perpetuity to buyers who are residents of the State, are owner-occupants, and do not own any other real property. Requires each county to submit a report on its inclusionary zoning requirements to the Legislature every year until the Regular Session of 2028. Effective 3/22/2075. (SD1)
