Requires the Department of Health and Oahu Regional Health Care System to develop a strategic plan for the utilization of all Oahu Regional Health Care System facilities and report to the Legislature before the Regular Session of 2024. Extends the deadline to assimilate the Daniel K. Akaka State Veterans Home from the Department of Defense to the Oahu Regional Health Care System to 6/30/2024. Requires the Oahu Regional Health Care System and the Department of Defense to provide a joint progress report to the Legislature regarding construction of, and the hiring of an operator for, the Daniel K. Akaka State Veterans Home. Appropriates funds for the capital improvement project to construct a transitional treatment and housing facility on the Leahi Hospital campus. Effective 6/30/2050. (SD2)

Prohibits golf carts from operating at a speed greater than twenty-five miles per hour. Prohibits neighborhood electric vehicles and golf carts from being driven on highways with a posted speed limit greater than twenty-five miles, except for crossing an intersection at a highway with a posted speed limit greater than twenty-five miles. Restricts operation of neighborhood electric vehicles or golf carts to daylight hours unless the vehicle is equipped with headlights. Authorizes county police departments to confiscate neighborhood electric vehicles or golf carts at the time of violation.
