Includes the establishment of a consistent and balanced framework for developing and implementing sea level rise adaptation strategies as an objective of the Coastal Zone Management Program. Includes the promotion of research, study, and understanding of the suitability and impacts of different sea level rise adaptation as a policy of the Coastal Zone Management Program. Includes the maintenance of a balance between public and private interests in implementing sea level rise adaptation and consideration of all appropriate sea level rise adaptations as policies of the Coastal Zone Management Program. Includes as a policy of the Coastal Zone Management Program that any construction on shoreline be allowed if it is determined to preserve, protect, or rehabilitate the beach of be considered vital development. Requires the County Planning Commission to allow proposed development within the shoreline area and within the sea level rise exposure area under certain circumstances. Prohibits any policy or guideline for setting special area use permit application procedures that has the effect of a rule without complying with the rulemaking process. Preempts any rule, policy, or guideline inconsistent with the Special Management Area Guidelines. Allows counties to require that shoreline setback lines be established at greater distances in certain circumstances. Provides that no variance be denied for maintenance, renovation, or repair of a lawful nonconforming structure with exceptions.

Requires the Department of Land and Natural Resources, in consultation with the Hawaii Emergency Management Agency, to cooperate with the counties and reservoir owners to develop protocols and agreements for the use of reservoir waters for fire safety purposes.

Authorizes the acceptance, and allows applicants for civil identification cards to consent or dissent to the use, of biometric identifiers as documentary evidence of the applicant's identity for purposes of receiving a duplicate civil identification card. Requires the Director of Transportation to establish rules to regulate the use of biometric identifiers as a form of documentary evidence of an individual's identity.

Establishes additional procedures with respect to fees, candor and fairness before a tribunal, standards of proof, and a complaint filing process. Specifies that the contracts of any person who violates the rules of ethics are voidable on behalf of the State.

Establishes a 5-year social workers for public safety pilot program in the department of public safety, or its successor agency. Authorizes social workers or human service professionals to accompany law enforcement officers in responding to incidents where a person may be unsheltered, substance addicted, or mentally impaired. Requires interim reports and a final report to the legislature. Appropriates funds for the pilot program, including positions. Sunsets 7/1/2026. Effective 6/30/3000. (HD1)

Authorizes the department of human services to conduct background checks for current and prospective employees, volunteers, contractors, contractors' employees and volunteers, subcontractors, and subcontractors' employees and volunteers whose position places them or would place them in close proximity to certain minors, young adults, or vulnerable adults. Clarifies that any state law permitting a more extensive inquiry into an individual's criminal history by the State and any of its branches, political subdivisions, agencies, or semi-autonomous public bodies corporate and politic will prevail over conflicting conviction record inquiries under the State's employment practices law.
