Authorizes the Agribusiness Development Corporation to acquire by condemnation any real property or interest in real property, including real property already devoted to public use, for the purposes of Chapter 163D, HRS. Requires the Agribusiness Development Corporation to make a determination that the property is necessary for the corporation's immediate or future use. Prohibits real property acquired by condemnation from being subsequently transferred or taken for any other public use without the consent of the Agribusiness Development Corporation.

Transfers to the Department of Transportation one hundred per cent of the proceeds of the fines and forfeitures collected for uncontested traffic infractions committed within any county having a population of more than 150,000 but less than 175,000. Requires the proceeds to be deposited into a new county progress subaccount of the State Highway Fund, from which the DOT shall allocate moneys for the Lahaina Bypass North Project, and subsequently for state-designated critical highway projects within the county in which the uncontested traffic infractions were committed. Authorizes the issuance of general obligation and revenue bonds to fund the Lahaina Bypass North. Requires employers in the hospitality industry to implement anti-harassment measures, provide training, and equip certain workers with panic buttons. Prohibits retaliation against a hospitality worker who files a complaint, uses the provided panic button, or participates in an investigation or proceeding related to a harassment complaint. Requires the Department of Labor and Industrial Relations to adopt rules, including rules determining penalties and establishing procedures for handling complaints. Requires all hospitality employers to comply no later than 1/1/2026. Effective 7/1/2050. (SD1)
