Establishes that any grants received from the federal Restaurant Revitalization Fund (RRF) by an eligible business pursuant to the American Rescue Plan Act of 2021 shall not be subject to state general excise tax. Requires any state general excise tax paid by eligible businesses for RRF grants to be refunded to the tax payer. Applicable to taxable years beginning after 3/11/2021.

Clarifies the applicability of the Motor Vehicle Industry Licensing Act to common entities. Amends the grounds for denying, suspending, revoking, or otherwise taking adverse action on a licensee. Prohibits a manufacturer or distributor from requiring a dealer to purchase or lease any electric vehicle charging station at the dealer's expenses unless provided notice of intent to sell the manufacturer's or distributor's electric vehicles. Clarifies the conditions for the transfer of a franchise. Clarifies the requirements for reimbursing a dealer for parts and labor.

Expands existing crisis intervention programs by requiring, and appropriating funds for, the Department of Health to establish a Homeless Triage and Treatment Center Program within its Alcohol and Drug Abuse Division to serve homeless individuals and individuals at risk of homelessness with substance abuse issues or mental illness. Requires the Crisis Intervention and Diversion Services Program to redirect certain homeless persons to the appropriate health care system and services. Authorizes the program to include intensive mobile outreach services. Requires appropriations for the program to be used only for services contracted directly between the Department of Health and the service provider. (CD1)

Requires each county mayor to consider and respond in writing to the suggestions for capital improvement projects and operating budget priorities submitted by each neighborhood board. Requires each county council to consider the neighborhood boards' recommendations, the mayor's responses, and county fiscal health in determining the final budget.

Prohibits a hotel from imposing any fee, penalty, or other charge, or retaining any deposit: if before check-in, a guest cancels a reservation due to a service disruption, unless the hotel provided prior notice; or if the service disruption arises after check-in, regardless of whether the hotel provided prior notification.
