Inducing suicide. Defines "individual with suicidal ideation" and "undue influence". Provides that a person who, with the intent to cause an individual to commit suicide, persuades, encourages, or induces the individual to commit suicide, commits inducing suicide, a Level 5 felony, if: (1) the person knows that the individual is an individual with suicidal ideation; (2) the person has undue influence over the individual; and (3) the individual commits or attempts to commit suicide. Makes conforming amendments.

Green alert for missing at-risk veterans. Defines "veteran at risk". Creates the green alert program to provide for public notification regarding missing veterans at risk. Changes the name of the Indiana clearinghouse for information on missing children and missing endangered adults to the Indiana clearinghouse for information on missing children, missing veterans at risk, and missing endangered adults (clearinghouse). Makes conforming changes to the duties of the clearinghouse. Creates certain duties and reporting requirements for law enforcement agencies concerning missing veterans at risk. Provides immunity for a broadcaster who broadcasts, or an electronic billboard operator who displays, a green alert notification and a person who establishes or maintains a green alert Internet web site under an agreement with the state police department.

Commercial feed. Provides, for purposes of the commercial feed law, that the definition of "commercial feed" includes the addition of hemp or a substance derived from hemp for use as feed or for mixing in feed for a pet, specialty pet, horse, or other livestock. Defines "hemp" for purposes of the commercial feed law.

Physician assistants. Amends current requirements for a collaborative agreement between a physician and a physician assistant with the following: (1) the collaborative agreement must include limitations; (2) the collaborative agreement must set forth the method of collaboration between the physician and physician assistant; and (3) the collaborative agreement must be signed, updated annually, and made available to the medical licensing board of Indiana upon request. Provides that a written collaborative agreement between a physician assistant, who is employed by a certain health care facility or center, and a particular collaborating physician is not required. Requires a physician assistant employed by a certain health care facility or center to enter into a practice agreement with the health care facility or center that employs the physician assistant. Eliminates: (1) a prohibition against a physician collaborating with more than four physician assistants at the same time; (2) a requirement that a physician submit a collaborative agreement to the medical licensing board; and (3) a requirement that a collaborating physician and physician assistant submit a list of locations the physician and physician assistant will practice to the medical licensing board.

Income tax replacement. Eliminates the state adjusted gross income tax by reducing the rate to zero. Provides that the reduction in revenue resulting from the elimination of the state income tax must be offset by adjustments to the state gross retail tax. Provides that in calculating the local income tax (LIT), which is imposed based on a local taxpayer's state adjusted gross income, the calculation of a taxpayer's state adjusted gross income for LIT purposes shall be calculated under the adjusted gross income tax provisions as if those provisions, and the most recent adjusted gross income tax rate before its elimination, were still in effect.

Indiana vaccination adverse event reporting system. Requires the Indiana department of health (department) to establish an Indiana vaccination adverse event reporting system (IVAERS) for reporting the occurrence of adverse events relating to childhood vaccines. Provides that IVAERS must enable a health care provider to report the occurrence of an adverse event experienced by a child residing in Indiana who is under the care of the health care provider. Requires the department to create a searchable Internet data base for publishing information reported through IVAERS. Provides that the health information of a particular individual is confidential. Specifies to whom and the requirements for releasing health information of a particular individual. Provides that a person who knowingly, intentionally, or recklessly discloses confidential information received through IVAERS in violation of the statute commits a Class A misdemeanor. Authorizes the department to adopt rules concerning IVAERS. Makes an appropriation.

Statewide mobile food unit license. Defines "mobile food unit" as a food truck or another mobile unit from which food ready for immediate consumption is provided to the public. Requires the state department of health (state department) to establish: (1) a statewide mobile food unit license (license); (2) standards for the licensure and inspection of a mobile food unit by a local health department; and (3) standards for the operation of a mobile food unit. Requires the state department to establish license fees and inspection fees. Requires a local health department to: (1) receive applications for a license; (2) collect license and inspection fees; (3) issue a license; and (4) conduct semiannual inspections of a mobile food unit. Provides that an owner or operator of a mobile food unit issued a license is not required to obtain a county or local license permit or required to pay a county or local inspection fee or license or permit fee. Requires the state department to adopt rules to implement these provisions.

Accommodation of refugees. Allows the office of community and rural affairs (office) to use money in the rural economic development fund to provide grants for use by a nonprofit organization in assisting one or more refugees, or other individuals eligible to receive benefits or services from the Office of Refugee Resettlement of the United States Department of Health and Human Services (eligible individuals), in establishing permanent or temporary residence in an Indiana county that has provided notice to the office of the county's willingness to accommodate refugees or other eligible individuals. Provides for distribution of 90% of a grant to the nonprofit organization that applies for the grant, and 10% of the grant to the county specified in the grant application as the county that will accommodate the refugees or other eligible individuals.

Requirements for SNAP participants. Urges the legislative council to assign to an interim study committee the following topics: (1) Requiring the custodial and noncustodial parents to cooperate with the child support bureau as a condition of eligibility for assistance under the Supplemental Nutrition Assistance Program (SNAP). (2) Assigning individuals who are subject to federal work requirements for SNAP eligibility to an employment and training program.
