Sale of tax sale properties to nonprofits. Permits a county treasurer in a county having a consolidated city to offer for sale a tract or item of real property on the county auditor's tax sale list: (1) that is not used as a person's principal place of residence and receiving a homestead standard deduction for the most recent assessment date;(2) that is unsold after two or more public sales; and (3) for which a set off has not been obtained against the delinquent debt owed on the real property; to an eligible nonprofit entity prior to a regularly scheduled tax sale. Provides that not more than 5% of the real property on the tax sale list may be sold to eligible nonprofit entities. Requires an eligible nonprofit entity to file certain information with the county executive not later than 45 days prior to the tax sale in order to participate in an early sale. Requires, before January 1, 2023, and before each January 1 thereafter, the county executive to provide an annual report to the legislative council concerning the sale of tax sale properties to eligible nonprofit entities.

Specifies that the department must also include information on the number of child fatalities that had prior department history and whether a child's death occurred while the child: (1) was placed in residential care; (2) had an open child in need of services case; (3) was under an in-home child in need of services order; or (4) was on a trial home visit.

Free state park admission for veterans. Requires the department of natural resources (department) to admit veterans possessing: (1) a driver's license, permit, or identification card containing an indication of their veteran status; or (2) a distinctive license plate designed and issued to a veteran; to state parks, recreational areas, or day facilities under the control of the department without the veteran being charged an admission fee.

Solvent supervised estates. Sets forth procedures for the distribution of assets in a solvent supervised estate after a final distribution has been entered in certain circumstances. Allows a distributee to distribute assets described in the decree of final distribution by filing an affidavit with the court. Provides that undistributed real property may be distributed after the estate is closed by recording certain information with the county recorder of the county in which the real property is situated. Allows a personal representative to complete distribution and delivery of all undistributed estate assets to continue for a period of 90 days after a court enters an order of discharge under certain circumstances.

Private card games. Defines "private low stakes card game" and provides a defense to certain gambling crimes if the gambling was a private low stakes card game. Defines "cheating" and makes cheating at gambling a Class A misdemeanor, and increases the penalty for the offense based on the gain obtained by cheating. Makes conforming amendments.

Obstruction of justice. Provides that a person commits obstruction of justice if the person induces a witness in a legal proceeding to: (1) withhold or delay producing evidence that the witness is legally required to produce; (2) avoid a subpoena or court order; (3) not appear at a proceeding to which the witness has been summoned; or (4) give a false or materially misleading statement. Provides that a person commits obstruction of justice, as a Level 5 felony, if the person induces a witness to give a false or materially misleading statement during the investigation or pendency of a domestic violence or child abuse case. Establishes a uniform definition of "communicates" for the criminal code. Makes other changes and conforming amendments.

Allows a disabled veteran who rents a dwelling for use as the disabled veteran's principal place of residence to claim an additional renter's deduction from the disabled veteran's adjusted gross income. Annexation. Provides, with certain exceptions, that the following apply to annexations for which an annexation ordinance is adopted after March 31, 2022: (1) To proceed with an annexation initiated by the municipality, the municipality must file a petition with the court signed by: (A) at least 51% of the owners of non-tax exempt land; or (B) the owners of at least 75% in assessed valuation of non-tax exempt land; in the annexation territory. (2) If the petition has enough signatures, the court must hold a hearing to review the annexation. (3) Adds provisions regarding the validity of signatures. (4) Eliminates remonstrances and reimbursement of remonstrator's attorney's fees and costs. (5) Voids remonstrance waivers. (6) Eliminates provisions regarding contiguity of a public highway and that prohibit an annexation from taking effect in the year before a federal decennial census is conducted. Voids a settlement agreement in lieu of annexation executed after March 31, 2022. (7) Eliminates the requirement that a municipality adopt a fiscal plan if the annexation is petitioned for by 100% of the owners of land within the annexation territory.

Preferences in public works and public purchasing. Provides that a manufacturing business, defined as a business that processes raw materials or parts into finished goods, is not a small business if it employs more than 100 persons or if its annual sales for its most recently completed fiscal year exceed $4,000,000. Provides that any state agency that purchases goods, supplies, or services for the state must report by October 1 of each year to the budget committee the amount of Indiana business and Indiana small business preferences granted in the agency's procurement of goods, supplies, or services for the state.
