Department of correction matters. Establishes certain conditions of parole for a person on lifetime parole and makes the violation of parole conditions and commission of specified other acts by a person on lifetime parole a Level 6 felony, with an enhancement to a Level 5 felony for a second or subsequent offense. Provides that, for purposes of calculating accrued time and good time credit, a calendar day includes a partial calendar day.

Court procedures. Specifies that an arrest, criminal charge, or juvenile delinquency allegation that results in an adjudication for an infraction does not result in a conviction for purposes of expungement. Authorizes a person participating in a pretrial diversion program to file a petition for expungement with the authorization of the prosecuting attorney. Requires a court to automatically issue an expungement order, subject to certain exceptions, if: (1) all pending charges or allegations against a person are dismissed; (2) the person is acquitted or the conviction or true finding is vacated; (3) one year has passed since allegations were filed against a juvenile and the state is not pursuing the case; or (4) the person is arrested for a crime and no charges have been filed within 180 days. Makes conforming amendments.

Department of natural resources. Eliminates and renames divisions and bureaus that have been merged by the department of natural resources (department) due to reorganization that occurred within the department. Establishes the Indiana state park inns authority (authority) as a body corporate and politic for the operation, management, and administration of inns and associated facilities by the department. Allows the authority to purchase service credit (subject to certain conditions) for prior service by an employee of the authority. Eliminates the separate hunting license by including a crossbow and bolt in the licensure for archery equipment permitted to be used. Requires the division of fish and wildlife to meet with representatives of certain organizations concerning certain issues and to submit recommendations to the general assembly. Makes conforming changes.

Wake boarding and wake surfing. Prohibits a person from operating on a public freshwater lake a motorboat that engages in wake boarding or wake surfing during the period between sunset and sunrise. Establishes a penalty. Provides that an individual may not operate a motorboat with: (1) an outboard engine; or (2) an outdrive unit with a propeller that extends past the motorboat's transom or swim platform; for the purpose of wake surfing.

Pharmacist contraceptive prescriptions. Allows pharmacists who meet certain requirements to prescribe and dispense hormonal contraceptive patches and self-administered oral hormonal contraceptives (contraceptives). Establishes requirements for pharmacists who prescribe and dispense contraceptives. Requires the Indiana board of pharmacy (board) to adopt rules. Requires health plans to provide coverage for contraceptives and certain services. Establishes an exception for nonprofit religious employers. Requires the board to issue an annual report to the legislative council.

Waiver of penalties and interest. Provides that the fiscal body of a county may adopt an ordinance to establish a property tax amnesty program and require a waiver of interest and penalties added before January 1, 2022, on delinquent taxes and special assessments on real property in the county if: (1) all of the delinquent taxes and special assessments on the real property were first due and payable before January 1, 2022; and (2) before November 1, 2023, the taxpayer has paid all of these delinquent taxes and special assessments and has also paid all of the taxes and special assessments that are first due and payable after December 31, 2021. Requires the waiver of interest and penalties in these circumstances, notwithstanding any payment arrangement entered into by the county treasurer and the taxpayer. Provides that the waiver of interest and penalties under a program shall not apply to interest and penalties added to delinquent property tax installments or special assessments on real property that was purchased or sold in any prior tax sale.

State insurance requirements for certain vehicles. Reduces the annual aggregate insurance coverage limits required for certain regulated amusement devices when the following conditions are met: (1) The applicant operates regulated amusement devices at a festival or similar event that include, but are not limited to, a trackless train that is designed to be used and is ridden by persons who are not more than 42 inches in height. (2) The trackless train is operated as an amusement device not more than two days during the year. (3) The applicant otherwise complies with the requirements of the regulated amusement devices law.

State police disability pension. Provides that an employee beneficiary of the state police pre-1987 benefit system or the state police 1987 benefit system who is entitled to a disability pension shall continue to receive the disability pension if the individual is unable to serve as an eligible employee because of a disability incurred on or after January 1, 2006, and subsequently obtains other employment or is elected or appointed to any public office.

Requires the juvenile court to hold a hearing within 60 days if it does not order automatic expungement of records, to consider certain factors when conducting an expungement hearing, and to order expungement of records if the juvenile delinquency allegations were not adjudicated or were vacated. Requires information or documents released to be redacted to protect the child's identity. Removes a violation of a home detention order as a basis for the commission of committing an escape.
