County treasurer duties. Provides that a charitable nonprofit foundation established to hold the proceeds of the sale of certain county hospitals may provide for compensation of the foundation's chairperson. (Under current law, the county treasurer is the foundation's chairperson and the members of the board of the foundation serve without compensation.) Provides that: (1) the county treasurer's service as the board's chairperson is considered to be part of the county treasurer's duties as county treasurer; (2) the chairperson may not vote on, or otherwise participate in, any board action relating to the compensation of the chairperson; (3) if the board provides for the payment of compensation to the chairperson, the compensation is considered to be part of the county treasurer's compensation as county treasurer; and (4) the amount of compensation paid by the foundation is in addition to the salary paid by the county to the chairperson as county treasurer.

Statewide sports and tourism bid fund. Establishes the statewide sports and tourism bid fund (fund) to provide funding for the purpose of organizing and holding sports and tourism events in Indiana. Provides that the Indiana destination development corporation (IDDC) shall administer the fund. Requires the IDDC to distribute to the Indiana Sports Corporation a grant amount equal to the amount appropriated by the general assembly to the fund. Provides that the Indiana Sports Corporation shall manage the funds in accordance with the general laws of the state relating to the handling of public funds. Requires that the Indiana Sports Corporation ensure that not less than 30% of the money received by the Indiana Sports Corporation each biennium is used for events that are conducted outside of Marion County. Authorizes the Indiana Sports Corporation to award grants to other eligible entities for the purpose of organizing and holding an event in Indiana. Requires the Indiana Sports Corporation to annually report to the budget committee on the use of the money received from the fund.

Motor vehicle insurance for foster children. Establishes the insuring foster youth trust fund (fund). Provides that the department of child services shall administer the fund. Provides that the money in the fund may be used to provide payments to foster youth to help defray the cost of: (1) automobile insurance coverage for foster youth; and (2) not more than 44 of the 50 hours of supervised driving practice for foster youth. Provides that a state or local government agency, a foster parent, or an entity providing services shall not be liable for any damages resulting from a foster youth's operation of an automobile owned and insured by the foster youth. Makes conforming changes. Makes an appropriation.

Report on 911 and regionalized trauma systems. Requires the department of homeland security, the state department of health, the integrated public safety commission, and the statewide 911 board to make recommendations before November 1, 2022, to the general assembly regarding: (1) improving emergency medical services response through increased interoperability of the 911 system; and (2) the effectiveness of regionalized trauma systems and the systems' impact on patient care.

Distributed energy generation. Amends as follows the statute concerning electricity supplied to and generated by an electricity supplier's customers who own a distributed generation facility: (1) Specifies that "excess distributed generation" means the difference between: (A) the kilowatt hours of electricity generated by a customer and supplied back to the electricity supplier; and (B) the kilowatt hours of electricity delivered by the electricity supplier to the customer; as netted over the monthly billing period. (2) Provides for: (A) the billing or crediting, on a monthly basis, of a distributed generation customer for the kilowatt hours of electricity received by or supplied by the customer, as applicable; and (B) the rates at which the customer is to be credited or billed, as applicable, for those kilowatt hours. (3) Makes conforming changes in other provisions of the statute. Adds a noncode provision to address electricity suppliers that have applied for approval, or received approval, for an excess distributed generation rate or tariff from the utility regulatory commission (IURC) under current law, and to require that: (1) the IURC not approve any pending petitions unless those petitions comply with the bill's provisions; and (2) an electricity supplier that has been granted approval by the IURC of an excess distributed generation rate and tariff to file with the IURC, not later than 30 days after the enactment of the bill, an amended rate and tariff, so that both the rate and the tariff, as amended, comply with the bill's provisions.

Health insurance transparency. Specifies that the compliance of a practitioner and a provider facility with federal law meets the good faith estimate requirements concerning health service costs. Allows the commissioner of the department of insurance to issue an order to discontinue a violation of a law (current law specifies orders or rules). Requires a domestic stock insurer to file specified information with the department of insurance. Prohibits a health plan from requiring a health care provider to submit a prior authorization request to a third party and requires the health plan to transmit the request to the third party through secure electronic transmission. Amends the deadline by which a health plan must respond to a nonurgent care prior authorization request. Requires a health plan to offer a health care provider that submitted a prior authorization and received an adverse determination the option to request a peer to peer review by a clinical peer concerning the adverse determination. Requires a health plan to post notice of a technical issue with its claims submission system on the health plan's Internet web site. Requires a health plan to post on its Internet web site not later than February 1 of each year: (1) the 30 most frequently submitted CPT codes in the previous calendar year; and (2) the percentage of the 30 most frequently submitted CPT codes that were approved in the previous calendar year. Establishes an approval process for a health plan's proposed premium rate increase of 5% or greater as compared to the previous calendar year. Prohibits an insurer and a health maintenance organization from altering a CPT code for a claim unless the medical record of the claim has been reviewed by an employee who is a licensed physician. Requires an insurer and a health maintenance organization to provide a contracted provider with a current reimbursement rate schedule: (1) every two years; and (2) when three or more CPT code rates change in a 12 month period. Urges the study by an interim committee of prior authorization exemptions for certain health care providers.

Health care providers. Removes language allowing an advanced practice registered nurse (APRN) to: (1) certify that an individual has a permanent disability for purposes of obtaining a permanent parking placard; and (2) enter or sign a record on a death into the Indiana death registration system. Provides that an APRN who operates in collaboration with a licensed practitioner shall operate within a 75 mile radius of the licensed practitioner's primary practice location or residence. Requires an APRN and the APRN's collaborating practitioner to meet quarterly. Requires certain practitioners to wear an identification badge. Sets forth the requirements of the identification badge. Requires the program established by the medical licensing board of Indiana under which an APRN who meets certain requirements may prescribe drugs to require drug prescribing supervision and drug prescribing guidelines. Requires an APRN to include on each form the APRN uses to prescribe a legend drug certain information concerning the APRN's supervising practitioner. Sets forth requirements concerning the number of APRNs and physician assistants to whom a physician may delegate prescriptive authority.

Interstate medical licensure compact. Requires the medical licensing board of Indiana to administer the interstate medical licensure compact (compact). Adopts the compact. Sets forth requirements of a compact state. Sets forth the duties and authority of the interstate medical licensure compact commission. Provides for two voting members on the commission from each member state. Establishes the procedure to withdraw from the compact. Specifies that the compact supersedes any state law that is in conflict. Makes conforming changes.

Civil rights commission. Provides that a determination of cause, instead of probable cause, by the civil rights commission is exempt from agency action under the Indiana administrative orders and procedures act. Removes the requirement that a complainant sign a complaint filed under the Indiana civil rights act. Requires that a complaint under the Indiana civil rights act be received within 180 days instead of filed within 180 days of the alleged discriminatory practice. Removes the requirement that a majority of the commissioners sign a consent agreement reached by the commission. Requires that the complainant, respondent, and aggrieved person on whose behalf a complaint was filed under the Indiana fair housing act shall agree in writing to have the claims decided in court. Provides that a court or the civil rights commission may only award reasonable attorney's fees if there has been a finding that a discriminatory practice has occurred.

Small loan finance charges. Changes the current incremental finance charge limits that apply to a small loan to a maximum annual rate. Prohibits making, or taking other actions with respect to, a small loan with a greater rate or amount of interest, or other fees and charges, than allowed under the statute governing small loans. Prohibits a credit services organization from providing certain functions with respect to a small loan and makes a violation a deceptive act.

Alcoholic beverage servers. Allows a waiter, waitress, or server who is at least 18 years of age (instead of at least 19 years of age, under current law) to serve alcoholic beverages in a dining room of a restaurant or hotel, if the person: (1) completes an alcohol server training program; and (2) is supervised by a person at least 21 years of age who has completed an alcohol server training program. Allows a waiter, waitress, or server employed by a supplemental caterer who is at least 18 years of age to serve alcoholic beverages at a catered event if the person: (1) completes an alcohol server training program; and (2) is supervised by a person at least 21 years of age who has completed an alcohol server training program.

Climate and environmental justice task force. Establishes the climate and environmental justice task force (task force). Provides that the task force consists of 17 members. Requires the task force to: (1) develop a climate action plan that recommends policies the state should implement to systematically mitigate climate change, facilitate adaptation to the effects of climate change in Indiana, and simultaneously enhance statewide economic development; and (2) not later than November 1, 2022, submit the climate action plan to the executive director of the legislative services agency for distribution to the members of the general assembly and the governor. Requires the utility regulatory commission, not later than June 1, 2022, to issue a report forecasting the greenhouse gas emissions that will be produced by the power generation of Indiana's investor owned utility companies in each year from 2022 to 2050, based on the investor owned utility companies' current integrated resource plans.
