Gaming revenue distribution. Establishes the gaming revenue fund (fund). Provides that tax revenue collected after July 1, 2022, from the imposition of the wagering tax, the supplemental wagering tax, the graduated slot machine wagering tax, the county gambling game wagering fee, the sports wagering tax, and taxes and fees imposed on pari-mutuel wagering are deposited in the fund. Provides that the treasurer of state administers the fund. Provides for distribution of the money in the fund. Provides that if the Indiana gaming commission (gaming commission) imposes civil penalties in an amount that exceeds 120% of the average amount of penalties or fines imposed for violations of gaming requirements by state gaming oversight regulating bodies nationwide, the amount that exceeds 120% is deposited in the state general fund. Requires the gaming commission to conduct a review of administrative rules. Makes corresponding changes.

Home health care associations. Provides that home health agencies may enter into cooperative agreements to carry out the following activities: (1) To form and operate, either directly or indirectly, one or more networks of home health agencies, hospitals, skilled nursing facilities, physicians, and other health care providers and to arrange for the provision of health care services through such networks. (2) To contract, either directly or through such networks, with the office of the secretary of family and social services, or the office's contractors to provide: (A) services to Medicaid beneficiaries; and (B) health care services in an efficient and cost effective manner on a prepaid, capitation, or other reimbursement basis. (3) To undertake other managed health care activities. Provides that a home health agency may authorize an association, corporation, or other person to undertake or effectuate any of these activities. Requires the secretary of family and social services to oversee and supervise these activities.

Medical malpractice. Provides that medical bills and medical expenses incurred in connection with the alleged injury or death of a patient are excluded from the maximum amount of damages that may be recovered in a medical malpractice action. Increases the amount that a health care provider is liable for in a medical malpractice action from $500,000 to $600,000 after June 30, 2022. Provides that recoverable medical expenses incurred in connection with the injury or death of a patient due from a judgment or settlement in a medical malpractice action shall be paid by the health care provider. Reduces the amount that a plaintiff's attorney may receive in a medical malpractice action from 32% to 25% of any recovery after June 30, 2022.

Licensing of independent electrical contractors. Establishes the Indiana commission on independent electrical contractors (commission). Specifies various forms of electrical work that are not subject to regulation by the commission. Provides for the issuance of a statewide license for independent electrical contractors. Specifies duties and privileges associated with holding a statewide license. Specifies powers and duties of political subdivisions with respect to the statewide license. Provides that the penalty imposed upon a political subdivision that fails to recognize and honor a statewide license is the intercept of part of the local income taxes that would be distributed to the political subdivision.

School board and library board meetings. Requires a school board or library board, with certain exceptions, to do the following: (1) Post an agenda at the meeting site that has each agenda item clearly specified. (2) Provide a meeting attendee with a reasonable opportunity to speak regarding an agenda item. (3) Limit all official action to the agenda items. Provides that a meeting that violates these requirements may result in a court action to: (1) void a final action, policy, or decision based upon official action taken at the meeting; or (2) assess civil penalties against the officer or employee responsible for the violation.

Discrimination against firearm entities. Defines a "firearm entity" as any of the following: (1) A manufacturer, wholesaler, distributor, supplier, or retailer of firearms, firearms accessories, or ammunition. (2) An entity that operates an area for target or other recreational shooting. (3) A firearm trade association. Prohibits a governmental entity from entering into a contract with a company for the purchase of goods or services unless the contract includes a written attestation by the company that: (1) the company does not have a practice, policy, guidance, or directive that discriminates against a firearm entity based solely on the entity's status as a firearm entity; and (2) during the term of the contract, the company will not discriminate against a firearm entity based solely on the entity's status as a firearm entity. Provides that, with certain exceptions, the bill's provisions apply to a contract that: (1) has a value of at least $100,000; (2) is to be paid partly or wholly from public funds; (3) is between a governmental entity and a company with at least 10 full-time employees; and (4) is entered into after June 30, 2022. Specifies actions that constitute discrimination against a firearm entity for purposes of these provisions.

Allows the state department of health to establish a bone marrow donor recruitment program and post information on the state department's Internet web site to provide education to Indiana residents concerning bone marrow donation. Allows certain entities to disseminate the informational materials.

Parental consent for abortion. Requires the state department of health (state department) to create a consent form (form) for a physician to use before performing an abortion on an unemancipated pregnant minor (minor). Sets forth what the state department must include in the form. Requires a clear and convincing standard to be used if a juvenile court makes certain findings regarding a minor obtaining an abortion. Provides that a juvenile court may require a minor to participate in an evaluation and counseling session with a mental health professional before a juvenile court rules on a minor's petition. Provides criteria for a juvenile court to consider in determining if a minor is mature enough to make a decision regarding an abortion if the minor objects to having the written consent of her parent, legal guardian, or custodian, or if the parent, legal guardian, or custodian refuses to consent to an abortion. Makes technical corrections.

Business matters. Establishes the young entrepreneurs program within the business division of the secretary of state. Allows the secretary of state to adopt rules to carry out the young entrepreneurs program. Expands the meaning of "qualified Indiana investment fund" to include certain additional types of funds. Provides that the Indiana economic development corporation (corporation) may certify a fund only if the fund invests based on certain policy criteria. Provides a maximum tax credit for qualified investment funds dedicated to supporting underserved businesses. Specifies conditions under which the corporation may use discretionary funds to make additional awards of credit after it has awarded the maximum amount of credits for a particular calendar year.

Family and juvenile law matters. Requires the office of the secretary of family and social services to apply, before July 1, 2022, to the United States Department of Health and Human Services for an amendment to the family and support services Medicaid waiver to create priority status on the waiver for a child who has been adopted. Requires the statewide child fatality review coordinator to provide a data collection form to each local child fatality review team. Provides that the data collection form must mirror the information in the National Fatality Review Case Reporting System Version 5.0 CDR Report Form. Provides that the definition of child abuse or neglect does not refer to a person who identifies a child by the child's biological sex. Requires the department of child services (department) to include in its annual report certain additional information concerning child fatalities. Requires the department to: (1) collect certain disability identification data; (2) create a report concerning the collected data; (3) provide the report to the legislative council; and (4) adopt rules to implement these provisions. Requires the department, before beginning a trial home visit, to conduct a criminal history check on certain individuals, determine whether any of those individuals have prior department history, and establish a safety plan and child care plan. Requires the department to conduct at least one unannounced home visit each week while a child is on a trial home visit. Makes an appropriation to the state department of health to fund additional staff to support local child fatality review teams. Makes conforming changes.

Solar panel decommissioning and disposal study. Directs the Indiana department of environmental management (IDEM) and the Indiana utility regulatory commission (IURC) to conduct a joint study of the issue of decommissioning and disposal of solar panels. Specifies topics for consideration in the study. Requires IDEM and the IURC to submit a report to the legislative council that includes: (1) the findings of the study; and (2) the recommendations of IDEM and the IURC regarding the findings of the study; not later than November 1, 2022.

Child care availability and affordability. Urges the legislative council to assign to an appropriate interim study committee the topic of availability and affordability of child care in Indiana. Requires the interim study committee to which the topic is assigned to: (1) consider means by which the availability and affordability of child care services in Indiana can be increased; and (2) not later than November 1, 2022, submit to the general assembly a strategic plan for increasing the availability and affordability of child care services in Indiana.

Regulation of hospitals and nursing homes. Repeals provisions that allow a county or city hospital to withhold from disclosure the individual salaries of hospital employees. Sets forth financial reporting requirements for hospitals concerning revenue generated from the ownership, operation, or management of a nursing facility. Requires the state department of health to: (1) jointly with the office of the secretary of family and social services, develop and finalize before July 1, 2024, quality metrics to improve clinical, administrative, and quality of life care for health facility residents; and (2) post on the state department's Internet web site certain information concerning a health facility's inspection reports, survey reports, and ownership information. Requires a health facility to disclose a description of the services provided by the facility and the rates charged for the services to prospective residents. Requires a health facility to: (1) post personnel and licensure classification information for on duty personnel; (2) retain personnel and licensure information for employees for public inspection; and (3) maintain a record of every inspection report and final citation issued to the health facility for public inspection. Prohibits a health facility from taking retaliatory action against an employee because the employee: (1) discloses or threatens to disclose actions or practices implemented by the health facility that the employee reasonably believes is in violation of federal or state law, rule, or regulation; (2) provides information or testifies in investigations or hearings; or (3) assists or participates in proceedings to enforce state law. Provides for relief to the employee.
