Overlapping allocation areas. Permits counties and municipalities in a case in which a municipality annexes an area in the county after the county has established a redevelopment district in that area to mutually approve the allocation of property tax proceeds derived from the municipality's component of the tax rate applied to the allocation area to be transferred to the redevelopment commission of the annexing municipality.

Medicaid risk based managed care. Requires review by the budget committee before a request for proposal for the procurement of a covered population in a risk based managed care program or a capitated managed care program (program) is issued. Sets forth requirements that the office of the secretary (office) must ensure are met before the office may contract with an entity to operate a program. Sets forth provisions that must be included in a contract with an entity to operate the program. Requires the office to do the following: (1) determine all eligibility requirements; and (2) determine the base reimbursement rate structure, methodology, and reimbursement rates that are sufficient to provide an adequate number of providers to provide home and community based services. Requires a managed care organization to contract with any providers that meet specified requirements for the program. Prohibits a managed care organization from delegating or subcontracting specified functions within the program unless certain conditions are met. Requires the office to apply to amend the aged and disabled waiver to ensure that an individual in need of waiver services is authorized for reimbursable services within 72 hours of determining the individual would qualify for Medicaid and the waiver services. Expires the program on July 1, 2027. Requires the office to annually provide the budget committee information concerning the number of Medicaid recipients in certain categories and reimbursement rates for home and community based services. Allows the office of the attorney general to investigate and prosecute complaints concerning employment agencies. Provides that the division of consumer protection is responsible for the investigation of complaints concerning employment agencies.

Community investments by financial institutions. Amends the statute authorizing a bank or trust company to make investments in community based economic development to also authorize investments in: (1) any community and economic development entity, community development project, or other public welfare investment; and (2) tax equity finance transactions; subject to the investments being made in compliance with applicable federal regulations and any regulation, rule, policy, or guidance adopted by the department of financial institutions. Authorizes savings banks and savings associations to engage in tax equity finance transactions.

Commercial solar and wind energy. Establishes default standards concerning the following with respect to wind power projects in local units that voluntarily adopt the standards: (1) Setback requirements. (2) Height restrictions. (3) Shadow flicker limitations. (4) Signal interference. (5) Sound level limitations. (6) Wind turbine light mitigation technology. (7) Required repairs to drainage related infrastructure. (8) Project decommissioning. Defines a unit that voluntarily adopts all of the default standards, or standards less restrictive than the default standards, as a "wind energy ready community". Establishes default standards concerning the following with respect to commercial solar projects in units that voluntarily adopt the standards: (1) Setback requirements. (2) Height restrictions. (3) Ground cover. (4) Fencing. (5) Cables. (6) Glare. (7) Signal interference. (8) Sound level limitations. (9) Required repairs to drainage related infrastructure. (10) Project decommissioning. Defines a unit that voluntarily adopts all of the default standards, or standards less restrictive than the default standards, as a "solar energy ready community".

Regulation of coal combustion residuals. Establishes a state policy favoring beneficial uses of coal combustion residuals (CCR). Provides that the rules of the environmental rules board may not allow CCR to be disposed of if, after the disposal, any of the CCR: (1) would be within a 500 year flood plain; (2) would be in contact with ground water; (3) could migrate into the uppermost aquifer; (4) would be left in an unstable area; or (5) would be in a seismic impact zone. Requires that the CCR disposal rules of the environmental rules board and the state permit program implementing the federal CCR rule be at least as protective and comprehensive as the federal CCR rule. Defines "closure in place" and prohibits the department from approving the closure in place of a CCR surface impoundment if: (1) the CCR surface impoundment is within a 500 year flood plain; (2) any of the CCR disposed of in the CCR surface impoundment would be in contact with ground water; or (3) CCR could migrate into the uppermost aquifer after the closure in place. Makes corresponding changes and a technical correction.

Mental health care. Provides, for purposes of provisions of law under which a mentally ill individual may be committed if the individual is dangerous, that an individual may be "dangerous" even though the individual is not inclined toward violent behavior. Amends the provision of law under which an Indiana resident who has a mental illness may be voluntarily admitted to a facility (a hospital, health and hospital corporation, psychiatric hospital, community mental health center, or other institution where an individual with a mental illness can receive rehabilitative treatment and care) to provide that, for purposes of that provision, "mental illness" includes psychiatric and neurobiological brain disorders, including bipolar disorder and major depressive disorder, that sometimes make an individual's performance of the normal activities of everyday life very difficult or impossible. Provides that the voluntary admission of an Indiana resident to a facility by the facility's superintendent may not be limited to Indiana residents who are referred to the facility by a court, the department of child services, a law enforcement agency, or any other officer or entity of state or local government. Provides that whether an individual has insurance coverage and whether the cost of the individual's care may be paid by or on behalf of the individual with private funds may not be considered in determining whether the individual: (1) is admitted to or allowed to continue receiving care in a state institution (an institution that is owned or operated by the state for purposes of the observation, care, treatment, or detention of individuals); or (2) is allowed to receive or continue receiving care from a community mental health center.

School discrimination. Provides that a teacher, administrator, or other employee of a school corporation or charter school shall not require or make part of a course certain concepts related to race or sex. Provides that a school corporation or a charter school, or an employee of a state agency, school corporation, or charter school acting in an official capacity, shall not direct or otherwise compel a school employee to personally affirm, adopt, or adhere to certain tenets relating to race or sex. Provides that a student enrolled at a state educational institution shall not be required to engage in any form of mandatory gender or sexual diversity training or counseling. Provides that any orientation or requirement that presents any form of race or sex stereotyping or a bias on the basis of race or sex is prohibited.

Target shooting liability. Provides that a person who enters a shooting range that is, or whose instructors and range safety officers are, certified by a nationally recognized shooting organization, and that posts and maintains signage concerning liability for the purpose of target shooting does not have an assurance that the premises is safe for that purpose.

Lottery matters. Provides that a retailer is entitled to compensation of: (1) after June 30, 2022, and before July 1, 2023, at least 7%; and (2) after June 30, 2023, at least 8%; of the valid lottery ticket price sold by the retailer. Provides that the state lottery commission (commission) may establish bonus payment incentive programs for retailers. Provides that unless specifically granted authority by a statute passed by the general assembly, the commission shall not, independently or by public-private partnership, operate or authorize the use or operation of the following: (1) A lottery game operated through a video lottery terminal. (2) A video lottery game. (3) The sale of lottery tickets over the Internet.
