Requires the committee to report to the legislative council by September 30, 2022.

Report on global war on terrorism monument. Requires the Indiana war memorials commission (IWMC) to propose the construction of a suitable monument to the men and women of Indiana who lost their lives in the global war on terrorism. Requires the IWMC to conduct five public meetings concerning the proposed monument. Provides that a meeting must be held in Indianapolis and in each of the four regions of Indiana. Requires the IWMC to submit a detailed description of the proposed monument to the legislative council and the governor before November 1, 2022.

School referendum levies. Provides that a school corporation must distribute a portion of revenue received from a school operating referendum tax levy or school safety referendum levy to each charter school in which students who receive not more than 50% virtual instruction and who have legal settlement in the school corporation attend. Provides that if a charter school receives a distribution from a school corporation from a school corporation tax levy or a school safety referendum tax levy, the charter school must post the certain information on the charter school's Internet web site. Provides that a charter school that may receive money from a school corporation's tax levy or a school safety referendum tax levy may not promote a position on a referendum in the same manner as a school corporation is prohibited from promoting a position on a referendum. Provides that the governing body of a school corporation in which 10% or more of the school corporation's school buildings are occupied in whole or part by: (1) one or more innovation network schools; or (2) one or more participating innovation network charter schools; may sell a closed, unused, or unoccupied school building without first offering the school building to a charter school or state educational institution. Makes conforming amendments.

Youth sports and tourism development areas. Allows the legislative body of a city to adopt an ordinance establishing a youth sports and tourism development area (tax area). Requires that the tax area include a facility or complex of facilities used by youth sports teams and organizations for practice or competitive sporting events. Requires the legislative body to make findings when adopting an ordinance. Requires the legislative body to submit an ordinance establishing a tax area to the budget committee and budget agency for review and approval. Allows a tax area to receive incremental state and local income tax revenue and incremental sales tax revenue attributable to the tax area. Requires a city that establishes a tax area to establish a youth sports and tourism development area fund. Limits the amount of incremental tax revenue that may be allocated to: (1) $1,000,000 per tax area per year; and (2) a total of $10,000,000 per tax area. Provides that a tax area terminates not later than 20 years after incremental tax revenues are first allocated to the tax area.

Commissions and committees. Repeals the following: (1) Indiana advisory commission on intergovernmental relations. (2) Public highway private enterprise review board. (3) Lake Michigan marina and shoreline development commission. (4) Orange County development advisory board. Moves a definition from a statute being repealed. Requires the interim study committee on government to biennially make recommendations to the legislative council regarding: (1) repeal of inactive groups; and (2) continuation of membership in interstate compacts. Requires the salary matrices prescribed for certain officers of the state police department, alcohol and tobacco commission, department of natural resources, and the Indiana gaming commission to be reviewed and approved by the budget agency biennially in even-numbered years. Requires the justice reinvestment advisory council to report to the legislative council before November 1, 2022, regarding how to reduce the membership of an advisory board, with recommendations regarding membership of a community corrections advisory board, including how to reduce the membership of an advisory board. Changes the name of the Indiana commission to combat drug use to the Indiana commission to combat substance use disorder. Requires the services for individuals with intellectual and other developmental disabilities task force to make certain recommendations to the legislative council. Adds one member representing the Indiana Association of Rehabilitation Facilities to the 211 advisory committee.

Firearms matters. Repeals the law that requires a person to obtain a license to carry a handgun in Indiana. Specifies that certain persons who are not otherwise prohibited from carrying or possessing a handgun are not required to obtain or possess a license or permit from the state to carry a handgun in Indiana. Prohibits certain individuals from knowingly or intentionally carrying a handgun. Creates the crime of "unlawful carrying of a handgun" and specifies the penalties for committing this crime. Allows particular individuals who do not meet the requirements to receive a handgun license and are not otherwise prohibited to carry a handgun in limited places. Allows a resident of Indiana to obtain in certain circumstances a license to carry a handgun in Indiana. Makes theft of a firearm a Level 5 felony. Defines certain terms. Makes conforming amendments and repeals obsolete provisions.

Public meetings. Provides that a member of a governing body may participate but may not vote in a meeting of the governing body by electronic communication if the governing body is attempting to take certain final actions. Restricts the circumstances in which the governing body of a state or local public agency may hold a virtual meeting during a declared disaster emergency without any of the governing body members physically present. Requires a governing body, with certain exceptions, to do the following: (1) Post an agenda at the meeting site that has each agenda item clearly specified. (2) Provide a meeting attendee with a reasonable opportunity to speak regarding an agenda item. (3) Limit all official action to the agenda items. Provides that a meeting that violates these requirements may result in a court action to: (1) void a final action, policy, or decision based upon official action taken at the meeting; or (2) assess civil penalties against the officer or employee responsible for the violation.

Human trafficking. Modifies the definition of "protected person" for purposes of the admission of a statement or videotape of an individual who is less than 14 years of age at the time of the offense but less than 18 years of age at the time of trial. Removes the requirement that money paid for a human trafficking victim or for an act performed by a human trafficking victim be paid to a third party. Increases the penalty if the human trafficking victim is less than 18 years of age. Specifies that: (1) consent by the human trafficking victim; or (2) a belief that the human trafficking victim was at least 18 years of age; is not a defense to a prosecution. Requires law enforcement agencies to report human trafficking investigations to the attorney general within 30 days after an investigation begins.
