Academic transparency. Requires, not later than June 30, 2023, and not later than June 30 each year thereafter, each public school to post on the public school's Internet web site, in a manner that is accessible by the public, certain information regarding learning materials and educational activities that are used for student instruction. Requires each public school to update the information and post a notice of the update on the public school's Internet web site. Provides that a resident of a school district may bring an action to compel the governing board to comply with transparency requirements.

Support for pregnancy and childbirth expenses. Provides, for purposes of the obligation of a father whose paternity of a child has been established to pay at least 50% of the mother's pregnancy and childbirth expenses, that pregnancy and childbirth expenses include health insurance premiums paid by the mother with respect to the mother's pregnancy and the child's birth. Establishes a duration within which a pregnancy and childbirth expense must be incurred in order for the obligation to apply to the expense. Creates a civil right of action, independent of a civil action to establish paternity, by which the mother of a child may enforce the obligation.

Mental health education and screenings. Requires a school corporation's health education curriculum to include mental health wellness education. Provides that the governing body of a school corporation may provide mental health screenings to students. Provides that the department of education shall provide a school corporation with resources regarding mental health wellness upon request by the school corporation.

Local veteran service officers. Provides that a county or city service officer must: (1) be an honorably discharged veteran who has at least six months of active service in the armed forces of the United States; and (2) have resided in Indiana for at least six months before the service officer's start date. (Current law permits a county or city service officer to have experience as a service officer assistant in lieu of being an honorably discharged veteran and permits nonresidents of Indiana to be hired upon the condition of establishing residence in Indiana within six months.)

Absentee voting. Permits a voter who is qualified to vote in person to vote by absentee ballot. Removes all other qualifications for a voter to vote by absentee ballot except for a voter with disabilities who is unable to make a voting mark on the ballot or sign the absentee ballot secrecy envelope. (Such a disabled voter is currently required to vote before an absentee voter board.) Makes conforming changes.

Minimum wage. After December 31, 2022, increases the minimum wage paid to certain employees in Indiana from $7.25 an hour to $15 an hour. Provides that after December 31, 2023, and each subsequent December 31, the hourly minimum wage increases at the same percentage as any increase in the Consumer Price Index for the preceding calendar year. Makes technical corrections and conforming amendments.

Venture capital investment tax credit. Adds veteran owned businesses (in addition to minority business enterprises and women's business enterprises) to a provision specifying the computation of the maximum amount of tax credits available for the provision of qualified investment capital to those businesses. Provides that if the total amount of tax credits that may be awarded by the Indiana economic development corporation (IEDC) exceeds the $20,000,000 maximum for a particular calendar year, the IEDC may borrow credits from the subsequent calendar year to facilitate investment of qualified investment capital to a qualified Indiana business or to a qualified Indiana investment fund at the end of a particular calendar year. Specifies that the borrowing of credits from a subsequent calendar year reduces the amount of credits available for the subsequent calendar year in an amount equal to the amount of credits borrowed in the preceding calendar year. Provides that the IEDC may borrow not more than 50% of the credits from a subsequent calendar year. Requires the department of state revenue (department) to annually determine the total amount of credits that were borrowed from each applicable calendar year and post the determined amount on the department's Internet web site.

Hunting and fishing licenses. Provides that a license agent authorized to sell licenses under the fish and wildlife laws is not prohibited from charging a credit card processing fee of 1.99% to cover credit card processing costs associated with the sale of a license.

Disclosure of foreign gifts to educational entities. Requires a school corporation, charter school, state accredited nonpublic school, or postsecondary educational institution (school entity or institution) to file a disclosure report with the auditor of state and the attorney general whenever any school entity or institution is owned or controlled by a foreign source or receives a gift from or enters into a contract with a foreign source, the value of which is $50,000 or more. Provides that whenever it appears that a school entity or institution has failed to comply with gift disclosure requirements, a civil action may be brought by the attorney general or at the request of: (1) a member of the general assembly; (2) the governor; (3) a member of the commission for higher education; (4) a member of the state board of education; or (5) an Indiana taxpayer; to compel compliance with the gift disclosure requirements.
