Privacy protections for nonprofit organizations. Defines "personal information" as data that directly or indirectly identifies a "person" (including an individual, a corporation, a limited liability company, a government entity, a partnership, a trust, an estate, or other entity) as a: (1) member or supporter of; (2) volunteer for; or (3) donor to; a nonprofit organization. With certain exceptions, prohibits a state agency (including an executive, judicial, or legislative branch agency, state educational institution, or body corporate and politic) or political subdivision from doing the following: (1) Requiring a person or nonprofit organization to provide personal information to the state agency or political subdivision. (2) Releasing, publicizing, or publicly disclosing personal information in the state agency or political subdivision's possession. (3) Requesting or requiring a current or prospective contractor or grantee to provide a list of nonprofit organizations to which the current or prospective contractor or grantee has provided financial or nonfinancial support. Provides that personal information is considered confidential and is not subject to disclosure under Indiana's access to public records act (APRA). Provides that a person alleging a violation of the bill's provisions may bring a civil action for injunctive relief, specified damages, or both. Provides that: (1) a public employee; (2) a public official; or (3) an employee or officer of a contractor or subcontractor for a public agency; who violates the bill's provisions is subject to the penalties and discipline that apply with respect to violations of APRA.

Community integration and habilitation waiver. Establishes the special service review team to review denied applications and applications for which a determination has not been made for the community integration and habilitation waiver. Limits the geographical area of review. Establishes reporting requirements. Requires the division of disability and rehabilitative services to obtain consent from a waiver applicant in order to share the application data with the review team. Provides immunity for an employee who obtains consent and provides the information in good faith. Provides that the review team expires December 31, 2024. Makes changes to the situations in which an emergency placement priority may be provided for individuals under a Medicaid waiver.

Tobacco and e-liquids. Modifies the definition of "tobacco product" to include a product that contains nicotine and is not approved by the federal Food and Drug Administration for tobacco cessation. Provides that an e-liquid distributor shall purchase and distribute e-liquid from an: (1) Indiana e-liquid manufacturer that has a valid e-liquid manufacturing permit; or (2) Indiana e-liquid distributor that has a valid e-liquid manufacturing permit or a valid tobacco distributor's license.

Funding for the development of health professions. Establishes the linking industry to nursing education fund (fund) for the purpose of expanding nursing education opportunities. Defines terms and provides administrative provisions for the fund. Requires the commission for higher education (commission), before August 1, 2023, to develop an application for a competitive grant program that matches contributions from a health care entity to an educational institution on a dollar for dollar basis from the fund. Provides that the application may be submitted by any educational institution and must require the educational institution to include the expected number of additional students the educational institution will be able to accept into its nursing education program as a result of the matching program. Requires the commission to approve an application if sufficient funds are available and if the matching grant will be used by the educational institution for certain purposes. Provides that a partial grant may be awarded. Requires the commission to make an annual report of certain information to the legislative council. Provides that a matching grant may not be used for the construction of a new building or the renovation of an existing building. Requires the professional licensing agency to retain 80% of all fees collected from new and renewed board licenses and certificates unless a certain amount or percentage of the fee is designated for a specific fund. Requires the agency to use the amount retained to carry out the agency's purposes and to work toward the goal of issuing all new licenses and certificates within 30 days after a complete application is submitted. Appropriates from the state general fund to the commission for higher education $30,000,000 for the state fiscal year beginning July 1, 2023, and ending June 30, 2024, and $30,000,000 for the state fiscal year beginning July 1, 2024, and ending June 30, 2025, to be used for the fund.

Various alcohol matters. Modifies the definition of "entertainment complex" for purposes of alcohol law. Provides that a primary source of supply, manufacturer, or wholesaler may supply equipment on a temporary and nondiscriminatory basis to the holder of a retailer permit or a temporary permit for the purpose of holding, storing, and dispensing product to consumers for a special event for the duration of the special event. Provides that certain brewers may sell or transfer beer to certain food manufacturers for the purpose of adding or integrating the beer into a product or recipe. Provides that a product that contains transferred beer may not contain more than 0.5% of alcohol by volume when the product leaves the food manufacturer's facility. Allows a small brewery to receive, bottle, and package beer from another small brewery if certain requirements are met. Makes technical corrections regarding a permit holder who manufactures not more than 90,000 barrels of beer in a calendar year for sale or distribution in the state. Increases, within a certain historic district, the number of alcoholic beverage restaurant permits from 10 to 15, and changes certain other requirements. Permits the issuance of three new three-way permits, three new two-way permits, and one new liquor dealer's permit to the town of Whitestown. Requires the alcohol and tobacco commission to issue a beer dealer's permit and a wine dealer's permit to an eligible grocery store. Increases the number of gallons of liquor that an artisan distiller may produce in a calendar year from 10,000 to 20,000. Amends the conditions in which a minor can lawfully be in a room on a licensed premises in which is located a bar over which alcoholic beverages are sold or dispensed by the drink.

Environmental scrutiny before property transfer. Provides that, after June 30, 2024, the following apply: (1) If a dwelling for sale is connected to a residential onsite sewage system, the system must be inspected by a qualified inspector; if the inspection indicates that the system is failing, the sales disclosure form that an owner is required under current law to submit to a prospective buyer must disclose that the system has been inspected and the qualified inspector determined that the system exhibited one or more of the conditions constituting system failure; and a failure of the dwelling owner to satisfy this requirement makes transfer of ownership of the dwelling voidable at the election of the buyer, even after the closing. (2) Before a fee simple interest in a nondwelling structure connected to a commercial onsite sewage system may be transferred, the system must be inspected by a qualified inspector; a document disclosing the results of the inspection must be provided to the local health department, the county recorder, and the transferee; if the inspection discloses any condition constituting system failure, the transferee must present to the county recorder an affidavit stating that the cause of the system failure has been eliminated or will be eliminated before the transferee uses the nondwelling structure for the transferee's intended purpose; the county recorder may not record a deed transferring the fee simple interest in the nondwelling structure unless these requirements are satisfied; and a failure of the nondwelling structure owner to provide the required document is a complete defense to an action for breach of a contract to purchase the nondwelling structure and is a breach of a legal duty for which the transferee may bring a civil action for compensatory damages. (3) Before a fee simple interest in a lot containing both a water well and a dwelling connected to a residential onsite sewage system or a nondwelling structure connected to a commercial onsite sewage system may be transferred, water from the water well must be tested by a qualified tester for the presence of arsenic, nitrate, lead, and coliform bacteria; a document certifying that the testing has been conducted and setting forth the results of the testing must be provided to the local health department, the county recorder, and the transferee; the county recorder may not record a deed transferring the fee simple interest in the lot unless the recorder is presented this document; and a failure of the lot owner to provide the required document is a complete defense to an action for breach of a contract to purchase the lot and is a breach of a legal duty for which the transferee may bring a civil action for compensatory damages. Makes certain exceptions. Requires the state department of health to adopt rules to: (1) establish requirements and standards for the inspection of residential onsite sewage systems and commercial onsite sewage systems and the testing of well water; and (2) establish qualifications for inspectors of residential onsite sewage systems and commercial onsite sewage systems and testers of well water.

PFAS biomonitoring pilot program. Provides that the department of homeland security (department) may establish the PFAS biomonitoring pilot program (pilot program) to collect and analyze blood samples of individuals who were previously, or are currently, firefighters: (1) for serum PFAS levels; and (2) to determine whether there may be corresponding health implications associated with elevated serum PFAS levels. Provides that the department may consult with the department of environmental management and the Indiana department of health regarding the pilot program. Provides that the department may, to the extent possible, test 1,000 firefighters. Allows the department to work with a third party to administer the pilot program and to store data collected under the pilot program. Requires the department to submit, not later than July 1, 2027, a report summarizing: (1) the results of the pilot program; and (2) recommendations of the department, the department of environmental management, and the Indiana department of health for decreasing serum PFAS levels and exposure to PFAS chemicals; to the governor and the legislative council. Establishes the PFAS biomonitoring pilot fund.

Prohibits a physician or other practitioner from knowingly providing gender transition procedures to an individual who is less than 18 years of age (minor) that are intended to alter the gender of the minor or delay puberty. Old home repair tax credit. Allows a credit against a qualified taxpayer's state tax liability in an amount equal to: (1) 20% of the qualified expenditures that a taxpayer makes for the preservation or rehabilitation of the taxpayer's residence; or (2) 55% of the qualified expenditures that a taxpayer makes for the replacement of electrical wiring and fixtures that were added to the property prior to 1940. Provides that the property must be: (1) located in Indiana; (2) at least 85 years old; and (3) owned by the taxpayer. Provides that the preservation or rehabilitation work must be completed in not more than two years. Provides that the property must be principally used and occupied by the taxpayer as the taxpayer's residence. Provides that qualified expenditures for preservation or rehabilitation of the property must exceed $5,500. Provides that the credit may be carried forward 15 years, but may not be carried back. Provides that the amount of credits allowed may not exceed $100,000 in a state fiscal year. Provides that a taxpayer that claims the credit may not also claim the residential historic rehabilitation credit for the taxable year.

Regional public safety training fund. Establishes the regional public safety training fund (fund). Provides that the fund is administered by the department of homeland security. Transfers proceeds from the Indiana homeland security fund and the fire training infrastructure fund to the fund. Repeals provisions relating to the establishment of the: (1) Indiana homeland security foundation; (2) Indiana homeland security fund; and (3) fire training infrastructure fund.

Military veteran teachers. Provides that a member of the Indiana state teachers' retirement fund who retires after June 30, 2023, and served time in voluntary or involuntary active military service is entitled to military service credit for the member's active military service in an amount equal to the duration of the member's active military service, if the member: (1) received an honorable discharge; and (2) has at least 10 years of in-state service credit. Provides that not more than four years of military service credit may be granted. Provides that military veterans who have not yet earned a bachelor's degree may be granted a temporary initial practitioner's license (temporary license) under certain conditions. Requires that an individual with a temporary license be assigned a teacher mentor for at least two years. Provides that a temporary license is valid for four years and is nonrenewable.

Pharmacist contraceptive prescriptions. Allows pharmacists to prescribe and dispense self-administered oral hormonal contraceptives and hormonal contraceptive patches (contraceptives). Establishes requirements for pharmacists who want to prescribe and dispense contraceptives. Requires the Indiana board of pharmacy to adopt rules. Requires health plans to provide coverage for contraceptives and certain services. Establishes an exception for nonprofit religious employers.

Election security. Requires the interim study committee on elections to study all issues relating to making voting by absentee ballot by mail as secure as in-person voting. Provides that a county election board may provide the training required for poll workers in person, online, through video presentation, or by any combination of these formats. Standardizes language regarding who can receive election supplies for a precinct. Provides that a person providing an absentee ballot application form to an individual may not highlight, emphasize any language, or otherwise make marks on the provided absentee ballot form that might prompt or confuse a voter regarding the information the voter should supply in filling out the absentee ballot application. Provides that a county election board may not permit the use of drop boxes to receive absentee ballots. Provides that the following is a Level 6 felony: (1) Casting a ballot in an Indiana election and later casting another ballot in the same Indiana election with the intent that both ballots be counted. (2) Casting a ballot for a federal office in an Indiana election and during the same general election also casting a ballot for the same federal office in another state with the intent that both ballots be counted. Enhances the crime of battery if the victim is an election worker. Repeals a statute relating to absentee ballot drop boxes.

Provides that a qualified early college student may apply to the commission for higher education for a twenty-first century scholarship to pay for postsecondary tuition costs associated with up to 30 postsecondary credit hours for dual credit or concurrent enrollment courses. Makes technical corrections.
