Worksite safety. Requires the state police and the Indiana department of transportation to establish a pilot program for the deployment of a worksite speed control system to enforce a worksite speed limit. Provides that a worksite speed limit violation recorded by a worksite speed control system may not be enforced unless the violation is at least 12 miles per hour above the established worksite speed limit. Creates the worksite speed control pilot fund. Replaces the term "work zone" with "worksite" throughout the relevant statutes. Makes an appropriation.

Requires the Indiana department of transportation (department) to establish the worksite speed control pilot program (pilot program) for the purpose of enforcing worksite speed limits. Requires that the department: (1) work with the state police department to administer the pilot program; and (2) enter into an agreement with the state police department to share information regarding the pilot program. Permits the department to contract with a third party vendor to assist in implementing the pilot program. Provides that an individual who is recorded by a worksite speed control system may not be assessed a civil penalty unless the violation is at least 11 miles per hour above the established worksite speed limit. Replaces the term "work zone" with "worksite" throughout the relevant statutes.

Robotics programs. Establishes the robotics competition program to provide grants to eligible robotics competition teams (eligible teams) in order to expand opportunities to increase interest and improve skills in science, technology, engineering, and mathematics through participation in competitive robotics programs. Provides a procedure for eligible teams to apply to the department of education (department) to receive a grant. Establishes the robotics competition program fund. Provides that the department shall establish guidelines to: (1) award grants to eligible teams for allowable expenses; and (2) accommodate the participation of students with disabilities on eligible teams or in robotics competitions.

Documents and procedures concerning elections. Requires that when an individual withdraws as a candidate, that withdrawal shall be used to update the individual's voter registration address. Permits the use of an electronic device at a precinct or vote center to display a sample ballot or provisional ballot. Provides that when a person provides an individual with an absentee ballot application, the required disclosure must be printed on the back of the application. (Under current law, the disclosure must be printed on the envelope in which the application was sent.) Provides that a person may not provide an individual with more than one absentee ballot application. Requires that if a driver's license, learner's permit, or identification card is issued to an individual who is not a citizen of the United States, the letter "A" must precede the driver's license number, learner's permit number, or identification card number. Provides that an individual renewing a driver's license, learner's permit, or identification card must submit proof of current address with the renewal application.

Protection of intellectual freedom. Prohibits a state educational institution (institution) from taking certain actions against applicants, students, and faculty members of the institution for: (1) pledging allegiance to or making a statement of personal support for or in opposition to any political ideology or movement; or (2) expressing a pledge or statement that describes a commitment to a particular political ideology or movement. Requires an institution to post on the institution's website: (1) all materials used for training provided to students, faculty, or any other employee of the institution on any matter concerning; and (2) all of the institution's policies and guidance on; nondiscrimination, diversity, equity, inclusion, race, ethnicity, sex, or bias. Provides a civil action for a violation of an individual's rights under these provisions. Provides that the attorney general may bring an action to enjoin an institution from violating certain provisions.

Minimum teacher salaries. Provides that, for each school year beginning after June 30, 2024, a school corporation shall, if the school corporation determines that the school corporation cannot establish a minimum salary of $50,000 for each full-time teacher, submit a report to the department of education explaining the school corporation's inability to meet the minimum threshold requirement. (Current law establishes this requirement if a school corporation determines that the school corporation cannot establish a minimum salary of $40,000 for each full-time teacher.)

Closed captioning. Requires that an owner or operator of a public accommodation must activate closed captioning on all television receivers that are in use during regular hours. Specifies that an owner or operator of a public accommodation that has multiple television receivers on display for sale is required to activate closed captioning on at least one television receiver per group of five television receivers. Allows the civil rights commission to investigate violations and enforce compliance.

Requires a comprehensive eye exam to be performed at the office of a licensed ophthalmologist or licensed optometrist. Makes conforming changes.
