Funding for school corporations. Requires the department of education (department) to determine the amount of money that was: (1) intended to be distributed to school corporations; (2) reverted in the state fiscal year beginning July 1, 2010, and ending June 30, 2011; and (3) not replaced through appropriations made in subsequent years. Requires the department to distribute the money to school corporations for the purpose of replacing the reverted money. Makes an appropriation.

Worker misclassification. Requires, for public works contracts awarded after June 30, 2023, a: (1) bidder to submit a statement, under oath, that the contractors in all contractor tiers working on the public works project will not misclassify an employee as an independent contractor; and (2) public agency that will own a public works project to conduct a specified audit concerning employee misclassification. Requires the department of state revenue, the department of labor, the worker's compensation board of Indiana, and the department of workforce development to report before September 1 in 2023 through 2026 to the interim study committee on employment and labor for the immediately preceding three state fiscal years and in the aggregate for the three state fiscal year period: (1) the number of employers that each department or the board determined during the immediately preceding state fiscal year improperly classified at least one worker as an independent contractor; (2) the total number of improperly classified workers employed by those employers; (3) the department's or board's calculation of the revenue not collected or the additional costs to the state that the department or board attributes to the improperly classified workers; and (4) the amount of the penalties and interest assessed against those employers by each department or the board, and the amount of the penalties and interest assessed that has been collected. Excepts residential contractors from the term "employer" for purposes of the reporting requirements.

Dangerous access to a firearm. Requires a firearm owner to: (1) keep the firearm locked and unloaded; and (2) store firearm ammunition in a location separate from the firearm; when the firearm owner is not present or a minor is present in a home or vehicle where a firearm is located. Makes the knowing, intentional, or reckless violation of this requirement a Level 6 felony.

Hospital and health care cost and quality controls. Provides for implementation of a health care improvement and cost control strategy in Indiana that requires equalization of hospital reimbursement rates for all payers by July 1, 2025, and a total cost of care model of health care improvement and cost control for all heath care providers by July 1, 2030. Conditions implementation of the strategy upon approval of the strategy by federal Medicare and Medicaid agencies.

Indiana farmland trust. Establishes the farmland trust advisory board. Authorizes the Indiana state department of agriculture (department) to accept or acquire certain real or personal property to be held in trust. Allows the department to lease agricultural land that is held in trust. Creates the Indiana farmland trust fund to: (1) purchase permanent agricultural conservation easements; (2) purchase agricultural land; and (3) maintain any agricultural land that is held in trust by the department. Provides that an agricultural conservation easement that meets the agricultural conservation easement requirements shall be assessed and taxed on a basis that reflects the agricultural conservation easement. Provides that the state or a unit of local government may not acquire an interest in any real property through eminent domain if the real property is subject to an agricultural conservation easement, unless permission has been granted by the director of the department. Specifies that an agricultural conservation easement does not affect the ability of a public utility or a municipally owned utility to acquire property or property rights to be used in connection with the provision of utility services to the public. Requires the department to adopt rules concerning requirements to lease agricultural land held in trust by the department.

Provides that an entity that receives a community block grant from the office of community and rural affairs is entitled to a $50,000 supplemental grant from the account. Makes an appropriation.

Requires a state educational institution to: (1) maintain administrative files on disciplinary proceedings that include certain information; (2) record a disciplinary hearing by video recording, audio recording, or written transcript; (3) include certain disciplinary rights and procedures in the state educational institution's code of conduct; and (4) make a good faith effort in disciplinary proceedings to include relevant evidence and exclude evidence that is not relevant or probative. Provides that a student or student organization injured by a violation of these provisions may bring a civil action against the state educational institution.

Education reporting requirements. Repeals provisions that require the following: (1) Annual school performance reports by school corporations and charter schools. (2) Annual financial reports by school corporations. (3) An annual report regarding foster care youth educational outcomes by the state board of education (state board). (4) An annual report on homeless youth educational outcomes by the state board. (5) The department of education (department) to publish certain information on the department's website regarding teachers and administrators. (6) The department to report on the department's website the median earned income of graduates of a particular school year. (7) An annual report of information concerning the high school equivalency pilot program by participating school corporations. Removes a corresponding provision that provides a school corporation may not issue certain bonds unless the school corporation has filed an annual financial report. Establishes a data base for education information sharing among state agencies. Establishes requirements regarding use of the data base and requesting information from school corporations and public schools. Establishes the education information committee (committee). Requires the committee to: (1) study and make recommendations for reducing and streamlining information requests and production from school corporations and public schools; and (2) submit a report to the governor and legislative council concerning the committee's recommendation.

Juvenile delinquency. Provides that juvenile law concerning delinquency does not apply to a child who: (1) is less than 10 years of age; or (2) is 10 or 11 years of age, unless the child is alleged to have committed a delinquent act that would be murder if committed by an adult. Provides that a child less than 12 years of age may be prosecuted for commission of certain delinquent acts only under specified circumstances. Requires the court in a delinquency proceeding regarding a child who: (1) is 10 or 11 years of age; and (2) is alleged to have committed an act that would be murder if committed by an adult; to order a competency evaluation of the child.

Same day voter registration. Permits a voter to register at the polls by completing a voter registration form and an affirmation that the individual has not voted elsewhere in the election and by providing proof of residence. Requires the ballot of a voter who registers at the polls to be treated as a provisional ballot.
