FSSA matters. Changes the name of the bureau of developmental disabilities services to the bureau of disabilities services. Removes certain members from the 211 advisory committee. Repeals Medicaid copayment provisions that: (1) require the office of the secretary of family and social services (office) to apply a copayment for certain Medicaid services; (2) require a recipient to make a copayment upon the receipt of services and for a provider not to voluntarily waive a copayment; (3) set forth exemptions from copayment requirements; and (4) require the provider to charge the maximum allowable copayment. Allows for an enrollment fee, a premium, a copayment, or a similar charge to be imposed as a condition of an individual's eligibility for the healthy Indiana plan and the children's health insurance program. Removes a prohibition on the office from: (1) requiring certain providers to submit non-Medicaid revenue information in the provider's annual historical financial report; and (2) only requesting balance sheets from certain providers that apply directly to the provider's facility. Allows the office to implement an end of therapy reclassification methodology in a successor of the RUG-IV, 48-Group model for payment of nursing facility services.

Health matters. Provides that orthotic devices are provided under Medicaid. Property tax assessment. Provides that a parcel of land that: (1) is at least one-tenth of an acre in size; and (2) contains wetlands, as delineated by a person certified in wetland delineation; may be classified as wildlands for purposes of property tax assessment.

Comparative college and career information. Tasks the commission for higher education (commission), the department of education, and the department of workforce development to collect and compile certain information concerning: (1) postsecondary education; (2) career and technical education; (3) workforce qualifications; (4) workforce earnings; and (5) workforce debt. Requires the commission to create an interactive website known as the student horizon dashboard to provide public access to certain collected and compiled information. Requires the commission, the department of education, and the department of workforce development to create a report known as the student graduate horizon scorecard (scorecard) for annual distribution. Specifies that the scorecard contain certain information concerning high paying civilian and military careers and in demand jobs. Requires the commission to prepare an annual report for the legislative council. Requires state educational institutions and career and technical education programs to collect and provide information as requested by the commission.

Social media. Requires the office of technology to restrict access to TikTok or WeChat applications or any other applications developed by ByteDance Limited or Tencent Holdings Limited, and prohibits persons from accessing those applications or visiting those websites on a state owned, operated, or maintained device. Imposes a surcharge tax on social media providers. Defines "social media provider" as a social media company that: (1) maintains a public social media platform; (2) has more than 1,000,000 active Indiana account holders; (3) has annual gross revenue derived from social media advertising services in Indiana of at least $1,000,000; and (4) derives economic benefit from the data individuals in Indiana share with the company. Provides that the surcharge tax is equal to: (1) the annual gross revenue derived from social media advertising services in Indiana in a calendar year multiplied by 7%; plus (2) the total number of the social media provider's active Indiana account holders in a calendar year multiplied by $1. Establishes the online bullying, social isolation, and suicide prevention fund (fund) for the purposes of providing: (1) online bullying prevention; or (2) social isolation and suicide prevention; training and research for counselors and educational institutions. Provides that the division of mental health and addiction shall administer the fund. Transfers the revenue from the surcharge tax to the fund. Makes an appropriation.

Candidate, office holder, and voter residence. Provides that an individual who registers to vote in a state other than Indiana loses residence in Indiana for purposes of election law. Provides that in a proceeding under Indiana election law, if the residency of an individual is in question, an assertion that an individual intends to reside at a particular location is not sufficient, by itself, to establish the individual's residence. Provides that both of the following apply to the question of determining an individual's residence under Indiana election law: (1) An assertion that an individual intended to reside at a new location must be supported by evidence of the conduct taken to implement the asserted intent to reside at the new location. (2) An assertion that an individual intended to abandon a previous residence must be supported by evidence of the conduct taken to implement the asserted intent to abandon the previous residence. Provides that in a proceeding under Indiana election law in which an individual's residence is in question, an assertion that an individual intended to reside at a particular location must be shown by a preponderance of the evidence. Provides that the following may be used as evidence of the current residence of an individual: (1) A current and valid photo identification. (2) A current utility bill. (3) A current bank statement. (4) A current government check. (5) A current paycheck. (6) A current government document. Provides that the document offered as evidence of the residence of an individual must show the individual's name and the address of the individual's asserted current residence. Revises statutes relating to residency for purposes of election law. Repeals superseded statutes.

Use of public restrooms. Makes it a Class B misdemeanor if: (1) a male knowingly or intentionally enters a restroom that is designated to be used only by females; or (2) a female knowingly or intentionally enters a restroom that is designated to be used only by males. Provides for certain defenses.

Income tax replacement. Eliminates the state adjusted gross income tax by reducing the rate to zero. Provides that the reduction in revenue resulting from the elimination of the state adjusted gross income tax must be offset by adjustments to the state gross retail tax. Provides that in calculating the local income tax (LIT), which is imposed based on a local taxpayer's state adjusted gross income, the calculation of a taxpayer's state adjusted gross income for LIT purposes shall be calculated under the adjusted gross income tax provisions as if those provisions, and the most recent adjusted gross income tax rate before its elimination, were still in effect.

Material harmful to a minor. Removes the defense to prosecution for dissemination of matter or conducting a performance harmful to minors that the matter was disseminated or displayed to or that the performance was performed before the recipient by a bona fide school, museum, or public library that qualifies for certain property tax exemptions, or by an employee of such a school, museum, or public library acting within the scope of the employee's employment.

Dignity and nondiscrimination in education. Provides that a school corporation or qualified school shall not promote certain concepts as part of a course of instruction or in a curriculum or instructional program, or allow teachers or other employees to use supplemental learning materials to promote certain concepts regarding sex, race, ethnicity, religion, color, or national origin. Requires requesting to meet with a teacher for certain complaints. Requires each school corporation or qualified school to establish grievance procedures for certain complaints. Provides that, if a parent of a student or a student, if the student is an adult or emancipated minor, is not satisfied with a final decision, the parent or student may submit a request to the department of education to review the complaint and decision.

Removal of access fees to vehicle owner data base. Provides that a storage yard or towing service that conducts a search of the National Motor Vehicle Title Information System or an equivalent and commonly available data base may not be charged a fee by the bureau of motor vehicles to access the data base.
