Repayment of medical school loans. Requires the Indiana department of health (department) to establish and administer a medical school loan forgiveness pilot program (program) for the purpose of attracting physicians to practice medicine in Indiana. Establishes the medical school loan forgiveness fund (fund). Sets forth criteria for the program. Requires the department to, not later than November 1, 2024, and each November 1 thereafter, prepare and submit a report to the general assembly regarding the program. Makes an appropriation to the fund.

Food hub pilot project. Establishes the food hub pilot program (pilot program) for the purpose of developing, financing, and constructing a food hub in the city of Gary. Provides that the northwest Indiana regional development authority: (1) shall administer the pilot program; (2) may contract with one or more qualified nonprofit organizations or community development financial institutions to administer the pilot program through a public-private partnership; (3) shall develop, finance, and construct the food hub in cooperation with public and private sector partners; and (4) may issue bonds to fund the pilot program.

Fire prevention and building safety commission. Increases the size of the fire prevention and building safety commission (commission) from 11 members to 12 members. Requires commission members to represent certain defined interests or professions, beginning August 1, 2023. Requires a commission member to be a resident of Indiana, beginning August 1, 2023. Provides that a commission member serves at the pleasure of the governor. Increases the number of members required for a quorum from six members to seven members. Provides that the affirmative vote of not less than two-thirds of the commission members present and voting is necessary for purposes of adopting a rule. Provides certain procedures for the review and adoption of building codes. Provides that a local unit of government may not adopt an ordinance concerning construction and remodeling that: (1) conflicts with the statute or a building code adopted by the commission; or (2) includes more stringent or detailed requirements than those set forth in the statute or a building code adopted by the commission. Provides that this prohibition does not apply to a unit's architectural design standards or its zoning ordinances.

Deadline to apply for standard deduction. Provides that to obtain the homestead standard deduction for a desired calendar year in which property taxes are first due and payable, the statement to obtain the deduction must either be completed and dated in the immediately preceding calendar year and filed with the county auditor on or before January 5 of the calendar year in which the property taxes are first due and payable, or, subject to a processing fee of $100, completed, dated, and filed with the county auditor on or before April 30 of the year in which the property taxes are first due and payable.

Lifetime fishing license. Requires (rather than allows) the department of natural resources to issue residents of Indiana a lifetime license to fish. Requires (rather than allows) the natural resources commission to adopt rules to establish fees for lifetime licenses to hunt, trap, or fish. Provides that the commission may adopt emergency rules.

Covered persons for restricted addresses. Provides that a regular, paid firefighter and a volunteer firefighter are "covered persons" under the statute that requires local government units that operate a public data base website containing the names and addresses of property owners to restrict disclosure to the general public of the covered person's home address. Retail recycling machine sales tax exemption. Provides a temporary sales and use tax exemption (exemption) for the purchase of a beverage container processing mechanism by retail merchants, professional sports or entertainment venues, airports, or institutions of higher education. Requires the legislative services agency to evaluate the exemption's effectiveness and economic impact one year before its expiration.

Licensure of home health aides. Provides for the licensure of home health aides by the Indiana department of health (state department). Establishes certain training and competency evaluation requirements for licensed home health aides. Business associations. Provides that the definitions for the uniform business organizations code apply to agricultural cooperatives. Removes the requirement that articles of incorporation for agricultural cooperatives must be acknowledged by at least one incorporator before a notary public. Provides that the uniform business transactions act applies to agricultural cooperatives for certain purposes. Adds business trusts and agricultural cooperatives to lists of entities that the secretary of state may revoke registrations for or dissolve. Makes conforming changes. Amends the statute concerning the securities restitution fund (fund) as follows: (1) Provides that 2% of funds received from fees and revenues from the administration of the Indiana Uniform Securities Act must be deposited in the fund instead of the state general fund. (2) Provides that any amount of the balance of the fund at the end of a particular state fiscal year that exceeds $2,000,000 reverts to the state general fund. (3) Provides that to ensure the financial viability of the fund, the securities commissioner may: (A) divide into installments; (B) delay; or (C) divide into installments and delay; any payments owed to claimants.

DCS workforce stabilization grants. Establishes the child services workforce stabilization fund (fund) for the provision of grants by the department of child services (department) to child services providers for the purpose of addressing costs associated with increased wages for direct care staff. Prescribes: (1) requirements for grant applications; and (2) reporting requirements for grant recipients. Prescribes requirements for reporting by the department to: (1) the commission on improving the status of children in Indiana; and (2) the general assembly; regarding the grant program. Provides that the fund sunsets on June 30, 2025.

Health plans and ambulance service providers. Amends the law requiring a health plan operator to fairly negotiate rates and terms with any ambulance service provider willing to become a participating provider with respect to the operator's health plan. Provides that, if negotiations between an ambulance service provider and a health plan operator that occur after June 30, 2022, do not result in the ambulance service provider becoming a participating provider with respect to the health plan, each party, beginning May 1, 2023, is required to provide to the department of insurance (department) a written notice: (1) reporting the unsuccessful conclusion of the negotiations; and (2) stating the points that were discussed in the negotiations but on which agreement was not reached. Requires the department, not later than May 1, 2024, to submit to the legislative council and the interim study committee on public health, behavioral health, and human services a report summarizing the written notices that the department has received from ambulance service providers and health plan operators.

Sale of cold alcoholic beverages. Makes it a Class B misdemeanor for a grocery store or drug store to sell an iced or cooled alcoholic beverage. (Current law prohibits the sale of iced or cooled beer by a grocery store or drug store.) Specifies that a package liquor store may sell any alcoholic beverage iced or cooled. Makes conforming amendments.

Public transportation projects. Provides that there shall be no dedicated lanes for any portion of a public street that is located outside of the one square mile area surrounding Monument Circle at the intersection of Meridian Street and Market Street in the city of Indianapolis for the exclusive use of public transit vehicles. Provides an exception for certain rapid transit lines. Defines the term "blue line". Provides that bonds may not be used to fund a dedicated lane for any portion of a public street that is located outside of the one square mile area.
