Expungement of wrongful convictions. Provides that the court shall, on its own motion and without holding a hearing, order the expungement of a person's vacated conviction record if the person qualifies for restitution as a wrongfully incarcerated person within 60 days of receiving notice from the criminal justice institute, unless the court finds that automatic expungement would not serve the interests of justice.

Property tax freeze for seniors. Freezes the property tax liability on a homestead of an individual who is at least 65 years of age and has maintained a qualified interest in the homestead for at least 10 years. Provides that a taxing unit may recover from the state general fund 100% of the amount by which the property tax imposed on the homestead of an individual in the usual manner exceeds the amount of property tax billed for a calendar year to an individual whose property tax liability is frozen under the bill's provisions. Makes an appropriation.

Annual inspection of CFOs. Requires the owner or operator of a confined feeding operation (CFO, which is defined as an animal feeding operation having at least 300 cattle, 600 swine or sheep, 30,000 fowl, or 500 horses) to annually submit to the department of environmental management (department) a report concerning the operation of the CFO and any satellite manure storage structure associated with the CFO. Requires the department, after receiving a report concerning a CFO, to conduct an onsite inspection of the CFO to verify the information contained in the report. Requires the environmental rules board to adopt rules that: (1) adopt a form to be used by owners or operators of CFOs in submitting annual reports; (2) specify the information concerning a CFO that must be contained in an annual report; and (3) provide for the performance by the department of annual inspections of CFOs.

Education matters. Provides that a: (1) school that seeks state accreditation; and (2) national or regional accreditation agency that seeks to be recognized by the state board of education (state board); must complete and submit the applicable application form established by the state board. Requires the state board to do the following: (1) Not later than six months after the date a completed application is submitted, approve or deny the accreditation or recognition. (2) If the state board denies an accreditation or recognition, send notice to the school or national or regional accreditation agency stating the reasons for the denial. Requires the department of education (department) to post a copy of the application forms on the department's website. Provides that the Internet dashboard on the state board's website must include: (1) a school's disciplinary incident data; (2) data regarding a school's socioeconomic status and poverty rate; and (3) a school's proportion of fully licensed teachers. Allows the department to award grants under the student learning recovery grant program (program) in state fiscal years 2024 and 2025 from funds appropriated during the 2021 regular session of the Indiana general assembly that have not been obligated. Establishes additional dates for reporting requirements regarding the program. Provides that, as a component of the program application, the department may include a requirement for a school corporation or charter school to provide a matching grant. Provides that funds appropriated to the student learning recovery grant program fund do not revert to the state general fund and remain available to be spent for purposes of the program. Amends agreement requirements for the Indiana student enrichment grant program. Provides that an enrichment student who currently maintains an account is entitled to a grant amount that is subject to available funding and determined by the department. Repeals a provision that establishes a one time enrichment grant amount.
