Columbus Learning Center. Appropriates $5,075,665 from the state general fund to the department of administration for the total operating expense of the Columbus Learning Center lease payment for each year of the budget biennium. Provides that the budget agency may amend or renew the initial sublease for an additional period of not more than 10 years, provided that the sublease supports the operations, maintenance, and facility reserve funds for the Columbus Learning Center.

Consumer information protection. Provides that certain consumers may submit proper identification to a credit reporting agency, request certain information, and submit a dispute with the credit reporting agency. Specifies that if a consumer provides proper identification, the credit reporting agency shall: (1) verify the consumer's identity with the federal Social Security Administration; (2) conduct a search of all files maintained by the consumer reporting agency; (3) provide the consumer with certain information from the Social Security number search; (4) investigate a dispute submitted by the consumer; and (5) take all lawful actions to remove the consumer's verified Social Security number from files not associated with the consumer. Allows the attorney general to collaborate with consumer reporting agencies to create an online portal for consumers to use for submitting a Social Security number search request. Provides that a consumer reporting agency may not charge a consumer for making a request or submitting a dispute.

Comprehensive student support program. Establishes the comprehensive student support program (program) for the purposes of: (1) funding the formation and staffing of school based and district level comprehensive student support teams; (2) improving staffing ratios for student support personnel; (3) supporting the creation, expansion, and work of multidisciplinary school teams to address the school environment, school safety, school improvement, and crisis intervention and emergency preparedness; and (4) professional development for student support personnel. Establishes the comprehensive student support program state board (board). Provides that the board administers the program. Establishes the comprehensive student support program fund for the purpose of funding the program, and annually appropriates to the fund $1,000,000 from cigarette tax revenue, registration fees, fines, and penalties deposited in the state general fund.

Mental health and addiction matters. Specifies that an individual's incarceration, hospitalization, or other temporary cessation in substance or chemical use may not be used as a factor in determining the individual's eligibility for coverage in: (1) a state employee health care plan; (2) Medicaid; (3) the healthy Indiana plan; (4) a policy of accident and sickness insurance; or (5) a health maintenance health care contract. Requires an opioid treatment program to: (1) provide a patient of the facility appropriate referrals for continuing care before releasing the patient from care by the facility; and (2) counsel female patients concerning the effects of the program treatment if the female is or becomes pregnant and provide to the patient birth control if requested by the patient. Requires the division of mental health and addiction (division) to annually perform an audit of 20% of an opioid treatment program facility's patient plans to ensure compliance with federal and state laws and regulations. Requires the division to establish a mental health and addiction program to reduce the stigma of mental illness and addiction. Requires hospitals to establish emergency room treatment protocols concerning treatment of a patient who is overdosing, has been provided an overdose intervention drug, or is otherwise identified as having a substance use disorder.

Funding for senior home repair program. Establishes the residential emergency services to offer (home) repairs to the elderly (RESTORE) program and fund. Provides that a qualified applicant may be awarded a grant from the Indiana housing and community development authority (authority) to make emergency repairs to a qualified residence. Provides that the authority shall administer the program and fund. Makes an appropriation.

Healthy food incubator program. Establishes the healthy food incubator program (program) and healthy food incubator fund (fund) under the administration of the Indiana housing and community development authority (IHCDA). Provides that the purpose of the fund is to provide financing in the form of loans or grants for projects that increase the availability of fresh and nutritious food in underserved communities. Defines an "underserved community" as a census tract determined to be an area with low supermarket access: (1) by the United States Department of Agriculture; or (2) as identified through a methodology used by another healthy food initiative. Provides that the IHCDA may contract with one or more nonprofit organizations or community development financial institutions to administer the program through a public-private partnership. Provides that an applicant for a grant or a loan under the program must: (1) demonstrate the capacity to successfully implement the project and the ability to repay the loan; and (2) agree to satisfy certain conditions. Requires the IHCDA to monitor projects receiving financing under the program and submit a report annually to the legislative council that includes the number and types of jobs created, and the health initiatives associated with the program. Continuously appropriates money in the fund. Makes an appropriation to the fund.

General assembly salaries. Provides that the salary of a member of the general assembly for an ensuing calendar year is the lesser of: (1) 18% of the annual salary of a judge, as adjusted by law; or (2) the salary paid for the current calendar year multiplied by the quotient of the state average wage for the previous calendar year divided by the state average wage for the calendar year immediately proceeding the previous calendar year. Makes technical corrections and removes obsolete provisions.

Music and art therapy. Provides that art therapy services provided by a licensed art therapist to an individual who receives mental health services or to an individual who receives services from a community mental health center are reimbursable under Medicaid. Provides for the licensure of music therapists, art therapists, and art therapist associates. Adds music therapists and art therapists to the behavioral health and human services licensing board (board). Creates the music therapist and art therapist sections of the board. Requires music therapists to be licensed. Establishes requirements and procedures for an individual to be licensed as a music therapist, art therapist, and art therapist associate. Prohibits a person who is not licensed as a music therapist, an art therapist, or an art therapist associate from using certain titles or certain words in a title. Makes technical and conforming changes.

Green alert for missing at risk veterans. Defines "veteran at risk". Creates the green alert program to provide for public notification regarding missing veterans at risk. Changes the name of the Indiana clearinghouse for information on missing children and missing endangered adults to the Indiana clearinghouse for information on missing children, missing veterans at risk, and missing endangered adults (clearinghouse). Makes conforming changes to the duties of the clearinghouse. Creates certain duties and reporting requirements for law enforcement agencies concerning missing veterans at risk. Provides immunity for a broadcaster who broadcasts, or an electronic billboard operator who displays, a green alert notification and a person who establishes or maintains a green alert website under an agreement with the state police department. Makes technical corrections.

Mine reclamation tax credit. Provides a mine reclamation tax credit (credit), retroactive beginning January 1, 2023, for a taxpayer that enters into an agreement with the Indiana economic development corporation (corporation) for a qualified investment for development of property located on reclaimed coal mining land. Provides that the amount of a credit that a taxpayer receives in a taxable year may not exceed the lesser of: (1) the taxpayer's qualified investment multiplied by 30%; or (2) $5,000,000. Provides that the aggregate amount of tax credits allowed may not exceed $25,000,000 over the five year period that the credit is available. Provides for the assignment of the credit by a taxpayer to certain lessees. Provides that a taxpayer is not entitled to the credit if the corporation determines that the taxpayer has substantially reduced or ceased its operations in Indiana in order to relocate them within the mine reclamation site. Provides that the tax credit expires December 31, 2027.
