Regulation of hospitals and health facilities. Sets forth requirements for the use of money and financial reporting for county hospitals concerning revenue generated from the ownership, operation, or management of a nursing facility. Prohibits the governing board of a county hospital or the board of a municipal corporation from including any incentives, bonuses, or salary increases for executives and employees based on metrics or performance measures concerning the maximizing of nursing facility revenues or profits.

Firearm safety. Establishes the firearm safety and suicide prevention fund for the purpose of providing funds to a school or not-for-profit organization to provide training concerning: (1) firearm safety in the home, particularly in a home with minor children; and (2) firearm suicide prevention. Establishes grant eligibility criteria. Provides that neglect of a dependent includes storing an unsecured firearm in a location to which the dependent has access, unless: (1) the firearm is secured by a lock; (2) the firearm is not loaded and access to ammunition is secured by a lock; or (3) the manner in which the firearm is stored is objectively reasonable under the circumstances. Requires a person to report a missing firearm to law enforcement within 24 hours of discovering that the firearm is missing, and makes the failure to report a Class A misdemeanor. Requires a person to successfully complete a basic firearms safety training program before purchasing a firearm from a dealer, and requires a dealer to provide a safe storage device to a firearm purchaser. Makes it a Class A misdemeanor for a: (1) dealer; (2) person approved to provide firearms training; or (3) prospective firearms purchaser; to commit certain offenses concerning a certificate of completion. Makes it a Class A misdemeanor for a dealer to fail to provide a safe storage device at the time of transacting a sale, trade, or transfer of a firearm. Makes an appropriation.

Tax matters. Provides a credit against an individual's homestead property tax liability equal to the amount by which the property tax liability increases by more than 10% from the prior year. Requires the county auditor to apply the credit against an individual's homestead property tax liability without the need to file an application. Provides that the minimum property tax liability for an individual's homestead is an amount equal to the result of: (1) the property tax liability first due and payable on the homestead for the immediately preceding calendar year; multiplied by (2) 0.9. Increases the: (1) amount of certain personal exemptions from $1,000 to $2,500 for individual taxpayers who satisfy certain income criteria; and (2) amount of property taxes paid by an individual taxpayer on the individual's principal place of residence from $2,500 to $3,500; that may be subtracted from an individual's federal adjusted gross income. Increases the renter's deduction to $4,000 for state income tax purposes.

Firearms matters. Repeals the offense of unlawful carrying of a handgun. Makes it a Class A misdemeanor to carry a handgun without being licensed to carry a handgun. Specifies exceptions. Enhances the offense to a Level 5 felony in particular instances. Provides that a person who has been convicted of domestic battery may not possess or carry a handgun unless the right has been restored. Allows a person who is protected by a protection order and meets other requirements to carry a handgun without a license for 60 days after the protection order is issued. Provides that licenses to carry handguns are either qualified or unlimited and describes the distinction between the two. Specifies the burden of proof and grounds for dismissal for certain firearms offenses. Requires a person wishing to sell, trade, or transfer (transfer) a firearm to another person to transact the transfer through a dealer and provide the dealer with certain information. Specifies the background checks that a dealer must complete prior to the transaction. Permits a dealer to refuse to transact a firearm transfer. Requires a dealer to abort the transaction in other instances. Specifies requirements for a dealer who refuses to transact or aborts a firearm transfer. Makes a dealer immune from civil liability and damages in certain instances. Makes the offenses of firearm transfer fraud and the unlawful transfer of a firearm Level 6 felonies. Enhances both offenses in particular instances. Specifies exceptions and defenses. Requires a person to: (1) complete certain firearms safety training; and (2) present a certificate of completion of that training to a dealer; before purchasing a firearm. Prohibits a dealer from selling a firearm to a person who does not present a certificate of completion. Makes it a Class A misdemeanor for a: (1) dealer; (2) person approved to provide firearms training; or (3) prospective firearms purchaser; to commit certain offenses concerning a certificate of completion. Makes it a Class A misdemeanor for a dealer to fail to provide a safe storage device at the time of transacting a sale, trade, or transfer of a firearm. Provides that the prohibition on a political subdivision's regulation of certain matters concerning firearms does not apply to a county with a consolidated city. Defines terms. Makes conforming amendments and technical corrections.

Regulation of assault weapons. Makes it a Level 6 felony for a licensed importer, licensed manufacturer, licensed dealer, or licensed collector to knowingly or intentionally sell or deliver a semiautomatic assault weapon or a large capacity ammunition feeding device to a person who is less than 21 years of age. Specifies defenses and exceptions. Defines terms.

County service officers. Provides that at least 5% of the funds a county receives under the excise tax replacement disbursement to be used to fund county service officers is to be set aside from each individual county's distribution after the state welfare and tuition support allocation is deducted from the total amount available for apportionment and distribution. Requires a county with more than 2,500 veterans to hire an additional part-time county service officer for every 2,500 veterans.

Paid family and medical leave program. Requires the department of workforce development (department) to establish a paid family and medical leave program (program) to provide payments for employees who take family and medical leave. Establishes the family and medical leave fund to be funded with appropriations from the general assembly and payroll contributions. Specifies requirements for the administration of the program. Provides for the department to approve an employer's use of a private plan to meet the program obligations.

Minimum wage. Increases, for any work week beginning on or after July 1, 2023, the minimum wage paid to certain employees from $7.25 per hour to $13 per hour. Establishes the early childhood care and education pilot program to provide a cost sharing approach to fund quality early childhood care and education. Establishes the early childhood care and education fund, which is nonreverting. Requires community foundations to report to the general assembly by September 15, 2026. Automated external defibrillator requirements. Provides that school coaches, assistant coaches, marching band leaders, drama and musical leaders, and extracurricular activity leaders may ensure that an operational automated external defibrillator (AED) is present at each event in which students have an increased risk of sudden cardiac arrest (event) for which the individual is providing coaching or leadership. Provides that the AED may be: (1) deployed in accordance with the venue specific emergency action plan; (2) located on the premises where the event occurs; and (3) present for the duration of the event. Allows two or more events to share an AED if certain conditions are met. Provides that school coaches, assistant coaches, marching band leaders, drama and musical leaders, and extracurricular activity leaders, at each event, may inform all individuals who are overseeing or supervising the activity of the location of the AED. Provides that a school corporation, charter school, and state accredited nonpublic school may: (1) ensure that each required AED is properly maintained; (2) develop a venue specific emergency action plan for sudden cardiac arrest (plan); (3) post the plan in a conspicuous place at an event; and (4) share the plan with the school board, school coaches, assistant coaches, marching band leaders, drama and musical leaders, extracurricular activity leaders, and applicable students. Requires a plan to: (1) establish a goal of responding within three minutes; and (2) require the performance of periodic drills. Provides that a school corporation, a charter school, a state accredited nonpublic school, or an accredited nonpublic school may apply for a grant from the Indiana secured school fund to purchase an AED under certain circumstances. Requires the department of education to conduct a statewide survey of school corporations, charter schools, and state accredited nonpublic schools to determine: (1) the number of AEDs owned before July 1, 2023, by schools; and (2) school policies in effect before July 1, 2023, regarding AEDs.

Electronic voting systems. Provides that after June 30, 2023, a county may not purchase new electronic voting systems, except for certain purposes. Provides that after December 31, 2027, an electronic voting system may not be used in Indiana, except for the purpose of enabling voters with disabilities to vote. Provides for the January 1, 2028, expiration of certain statutes relating to electronic voting systems. Directs the interim study committee on elections to prepare legislation to make any amendments to the Indiana Code the committee considers necessary to assist in the implementation of the phase out of electronic voting systems.
