Restricted addresses. Requires a public agency that operates a public website data base containing the names and addresses of property owners to establish a procedure to permit certain individuals to restrict disclosure to the general public of the individual's home address. (Under current law, this requirement applies only to certain political subdivisions.) Provides that such a data base includes geographic information systems (GIS). Repeals superseded statutes.

Powers of correctional police officers. Provides that a correctional police officer may sell merchandise from a commissary to a confined offender located in a correctional facility. Collaborative care disclosures. Provides that if an advanced practice registered nurse, a certified direct entry midwife, or a physician assistant is under a collaborative agreement with a licensed practitioner or physician, the advanced practice registered nurse, certified direct entry midwife, or physician assistant must display or provide certain information in an office based setting, to the patient, and, if applicable, on a website.

Dental anesthesia. Provides that any rule adopted by the medical licensing board concerning standards for office based procedures that require moderate sedation, deep sedation, or general anesthesia to be administered does not apply to a dental office setting if the dentist who performs the dental services on a patient holds a permit to administer general anesthesia or moderate sedation issued by the state board of dentistry. Allows a licensed dentist who has completed all education requirements in a dental specialty area recognized by the American Dental Association to use a designation or term in conjunction with the dentist's practice. (Current law allows a licensed dentist who has completed a dental anesthesiology residency recognized by the American Dental Board of Anesthesiology before July 1, 2025, to use a designation or term in conjunction with the dentist's practice.)

Safety belt and child restraint systems. Provides that failing to wear a safety belt is a Class C infraction. (Current law provides that failing to wear a safety belt is a Class D infraction.) Provides that failing to properly fasten and restrain a child within a motor vehicle is a Class C infraction. (Current law provides that failing to properly fasten and restrain a child within a motor vehicle is a Class D infraction.) Removes provisions specifying that a person is not liable for costs or a monetary judgment in certain cases in which a judgment related to a child restraint system is entered against the person.

Medicaid reimbursement for dental services. Specifies that Medicaid dental service reimbursement rates (reimbursement rates) must at least be in the fiftieth percentile of one of the specified fee schedules. Requires the office of the secretary of family and social services to: (1) annually review reimbursement rates; and (2) adjust the reimbursement rates based on the review. Requires the new reimbursement rates to be provided before December 15 of each year to the house committee on ways and means and the senate committee on appropriations.

Dental compliance fund. Removes a requirement that dentists and dental hygienists pay a $20 compliance fee when renewing a license that is deposited into the dental compliance fund (fund). Provides that money in the fund is to be used to provide funds for administering and enforcing the provisions of the Indiana Code chapter concerning the regulation of dentists (as opposed to the Indiana Code article concerning dentists).

New courts and new magistrates. Allows the judges of the Daviess circuit and superior courts to appoint a full-time magistrate. Allows the judges of the Delaware circuit court to appoint a full-time magistrate. Establishes a second superior court in the Dubois County judicial district. Allows the judges of the Elkhart circuit and superior courts to appoint four full-time magistrates (effective July 1, 2023) and two additional full-time magistrates beginning January 1, 2024. (Current law allows for the appointment of two magistrates.) Allows the judge of the Spencer circuit court to appoint a magistrate. Allows Vigo superior court to appoint six judges. (Current law allows for the appointment of five judges.) Makes conforming changes.

Zero cost adoption fund. Establishes the zero cost adoption fund (fund). Allows for a credit against a qualified taxpayer's state tax liability in an amount equal to 50% of the qualified taxpayer's contribution to the fund.

Various elections matters. Defines "election worker" and makes it a Level 6 felony to take certain actions: (1) for the purpose of influencing an election worker; (2) to obstruct or interfere with an election worker; or (3) that injure an election worker. Provides that if a municipal legislative body failed to redistrict its legislative body districts before January 1, 2023, the municipal legislative body is required to do so before May 15, 2023. Provides that if a redistricting authority fails to redistrict as required by law, an individual who is a voter of the political subdivision whose redistricting authority failed to redistrict as required may petition the secretary of state to establish election districts for the political subdivision. Requires certain counties to pay a specified annual per diem to the circuit court clerk of the county. Provides that a person who is convicted of a vote fraud felony committed after June 30, 2023, is deprived of the right of suffrage by the general assembly for a period of 10 years following the date of conviction. Authorizes the repurposing of an electronic poll book unit as a device to display sample ballots if the electronic poll book software is deleted from the unit. Permits the use of an electronic device at a precinct or vote center to display a sample ballot. Declares confidential particular information that directly or indirectly indicates the selections made by a voter while voting in an election. Increases from $5 to $8 the document storage fee collected by certain court clerks.

Second amendment protection. Provides that certain federal laws that infringe on the right to keep and bear arms are invalid, not recognized, and rejected, and shall not be enforced by Indiana. Specifies penalties and causes of action concerning a political subdivision or law enforcement agency that employs a: (1) law enforcement officer who enforces or attempts to enforce certain provisions or otherwise deprives a citizen of Indiana of particular constitutional rights or privileges; or (2) federal official, or person who gives material aid to a federal official, who knowingly enforces or attempts to enforce certain laws. Specifies exceptions. Makes findings and defines particular terms.

Prohibited services relating to care of minors. Prohibits specified health care professionals from: (1) performing, or causing to be performed, certain medical procedures on a minor; or (2) subjecting a minor to certain activities that purposely attempt to change, reinforce, or affirm a minor's perception of the minor's own sexual attraction or sexual behavior, or attempt to change, reinforce, or affirm a minor's gender identity when the identity is inconsistent with the minor's biological sex.

Artisan distillers. Modifies a provision that specifies the general purposes of laws concerning alcohol and tobacco. Increases the number of gallons of liquor that an artisan distiller may produce in a calendar year from 10,000 to 30,000. Amends the limitations on the amount of liquor from another manufacturer that an artisan distiller may obtain and use.

Sale of companion animals. Defines "companion animal" as a dog or cat. Defines "casual breeder" as a person who maintains at least five but not more than 20 unaltered female dogs that are at least 12 months of age and is recognized by a kennel society. Defines "hobby breeder" as a person who: (1) maintains not more than four unaltered female dogs that are at least 12 months of age; (2) only sells the offspring of the unaltered female dogs raised on the breeder's premises as pets or for exhibition; and (3) is recognized by a kennel society. Prohibits the adoption or enforcement of an ordinance or regulation prohibiting the sale of a companion animal in certain circumstances.
