Bureau of motor vehicles. Makes a technical correction regarding the calculation of a county's allocation from the motor vehicle highway account fund. Provides that a commercial driver's license and a commercial learner's permit may be issued as a mobile credential. Repeals language allowing the bureau of motor vehicles (bureau) to issue a driver's license or identification card to a person granted parole. Adds a wearable device that blocks, in whole or in part, the field of vision of the person wearing the device to the definition of a "telecommunications device". Clarifies that only handheld telecommunications devices may be used in conjunction with hands free or voice operated technology while operating a motor vehicle. Requires the bureau to state on each of its forms the law or rule making the form necessary. Prohibits the bureau from requiring a person to appear in person for the renewal of a registration for a collector vehicle, a historic vehicle license plate, or an authentic license plate from the model year of a collector vehicle. Allows an individual who is at least 18 years of age and holds a valid commercial driver's license to be issued a hazardous materials endorsement. Amends provisions regarding proof of a veteran's discharge from the armed forces or its reserves or the national guard. Changes the number of commercial vehicles that must be owned for the state department of revenue to issue a license plate for each commercial vehicle from 25 to five. Amends provisions requiring the bureau to provide notice to allow the bureau to provide notice electronically when the individual has indicated a preference for receiving electronic notices from the bureau. Provides that a driver's license or identification card expires upon the bureau receiving notice of the death of the holder. Allows an individual to electronically apply for the individual's driver's license or learner's permit to be converted into an identification card. Provides that the owner, lessor, or operator of a commercial motor vehicle or a person who leases or rents a commercial motor vehicle to another person is not civilly liable for a tort claim based on the failure to install optional equipment on a commercial motor vehicle unless certain circumstances exist. Deletes provisions allowing the bureau to suspend or revoke the registration of an individual convicted of certain crimes.

Certificates of public convenience and necessity. Provides that: (1) a rural electric membership corporation (REMC); (2) a nonprofit corporation that is an electric cooperative and that has at least one member that is an REMC; and (3) certain corporations resulting from a merger or consolidation of an REMC and a telephone cooperative corporation; are exempt from the requirement that a public utility obtain a certificate of public convenience and necessity before beginning the construction, purchase, or lease of certain facilities to be used for furnishing public utility service.

Reporting of child abuse or neglect. Provides that certain individuals at least 18 years of age but less than 21 years of age are included in the definitions for "child", "child abuse or neglect", and "victim of child abuse or neglect". Requires the department of child services to initiate an onsite assessment within 24 hours if a report alleges child abuse or neglect involving a residential facility licensed by the department. Provides that staff members of a medical institution, a medical facility, or any other health care facility have a duty to report child abuse immediately to both the department of child services and the local law enforcement agency. Provides that an individual's duty to report is nondelegable. Requires that if a report alleges that a staff member, youth coach, or volunteer is the abuser, local law enforcement shall investigate to determine whether the school or athletic facility reasonably should have known that the alleged abuse was happening. Allows local law enforcement to consider certain facts when determining whether the school or athletic facility reasonably should have known about the alleged abuse. Raises the penalty for failure to report to a Class A misdemeanor. (Under current law, it is a Class B misdemeanor.) Makes conforming changes.

Regulatory sandbox program and right to start act. Effective July 1, 2025: (1) establishes a regulatory sandbox program (program) and advisory council; and (2) creates the regulatory relief office within the Indiana economic development corporation. Directs that the secretary of commerce, who serves as executive director of the regulatory relief office, to prepare an annual report on the activities of the office. Provides for program application requirements and describes the program scope. Makes consumer protection provisions. Describes requirements for exiting the program and for extensions to remain in the program. Makes record keeping and reporting requirements. Provides requirements for the creation and maintenance of a regulatory relief office web page. Effective July 1, 2024, establishes a right to start act. Requires the secretary of state, the department of administration, and the department of workforce development to annually file reports with the general assembly. Requires the state to encourage 5% of the total number of state contracts to be awarded to businesses that have been in operation for fewer than five years and whose principal place of business is in Indiana. Requires the state to encourage 5% of workforce development funding, including funding allocated by workforce development boards across Indiana, to be used to support organizations or programs for individuals starting new businesses or to those organizations or programs that provide services to businesses established within the previous five years and whose principal place of business is located within Indiana.

Implicit bias continuing education. Requires the medical licensing board of Indiana to adopt rules requiring a physician and a physician assistant who apply for a license or renewal to complete continuing education addressing the topic of implicit bias. Requires the Indiana state board of nursing to adopt rules requiring a nurse who applies for a license or renewal to complete continuing education addressing the topic of implicit bias. Establishes certain requirements for an implicit bias continuing education course. Provides that the Indiana professional licensing agency must maintain on the agency's website a schedule of or link to implicit bias continuing education courses that are available.

Authorizes the commission to study various plans and recommendations that are proposed with respect to attracting a professional sports franchise to northwest Indiana. Authorizes the commission to prepare a comprehensive master plan for building the facilities and other infrastructure necessary for attracting and developing one or more professional sports franchises in northwest Indiana. Creates the professional sports development fund.

Repayment of medical school loans. Requires the Indiana department of health (department) to establish and administer a medical school loan forgiveness pilot program (program) for the purpose of attracting physicians to practice medicine in Indiana. Establishes the medical school loan forgiveness fund (fund). Sets forth criteria for the program. Requires the department to, not later than November 1, 2025, and each November 1 thereafter, prepare and submit a report to the general assembly regarding the program. Makes an appropriation to the fund.

Investor ownership of single family residences. Establishes the housing down payment assistance fund. Establishes a tax of 50% of the fair market value of a single family residence for each single family residence acquired by an applicable taxpayer after the applicable date. Establishes a maximum number of single family residences that may be owned by an applicable taxpayer after the applicable date for purposes of calculating an annual tax on any excess single family residences.
