Residential real estate service agreements. Defines a "residential real estate service agreement" as an agreement: (1) under which a service provider agrees to provide one or more services: (A) in connection with the maintenance, purchase, or sale of residential real estate; and (B) that are not to be performed in their entirety within one year after the agreement is entered into; and (2) that: (A) purports to run with the land or to be binding on future owners; (B) allows for the assignment of the right to provide one or more of the services under the agreement without the consent of the owner of the residential real estate; or (C) purports to create a lien or an encumbrance on, or a security interest in, the residential real estate. Provides that a residential real estate service agreement that is entered into after March 14, 2024, is void and unenforceable. Prohibits a person from recording after March 14, 2024, a residential real estate service agreement in Indiana, regardless of when the residential real estate service agreement is entered into. Provides that a county recorder, or an employee of a county recorder, who records a residential real estate service agreement that is presented to the county recorder's office for recording is not civilly liable under the bill's provisions, regardless of when the recording occurs. Provides that if a residential real estate service agreement (agreement) is recorded in Indiana after March 14, 2024, any person with an interest in the residential real estate that is the subject of the agreement may: (1) apply to a court in the county in which the agreement is recorded for a declaratory judgment declaring the agreement unenforceable; and (2) recover the person's actual damages against any service provider that: (A) is a party to the agreement; and (B) recorded, or caused to be recorded, the agreement. Provides that a service provider that: (1) enters into a residential real estate service agreement with any person; or (2) records, or causes to be recorded, a residential real estate service agreement in Indiana; after March 14, 2024, commits a deceptive act that is subject to the remedies and penalties under the deceptive consumer sales act (act), including an action by the attorney general under the act. Provides that the bill's provisions do not apply to: (1) a residential real estate service agreement entered into before March 15, 2024 (except as otherwise provided in the bill); or (2) certain specified products, contracts, rights, agreements, services, or liens.

Penalties for drug dealing. Makes dealing in certain controlled substances a Level 2 felony if use of the substance results in serious bodily injury. Makes certain collateral consequences (such as licensure, forfeiture, racketeering, or designation as a serious violent felon) for committing the offense the same as the collateral consequences of committing dealing in a controlled substance resulting in death.

Antisemitic discrimination. Defines "antisemitism" as the May 26, 2016, working definition of antisemitism adopted by the International Holocaust Remembrance Alliance. Provides that an act of antisemitism constitutes a discriminatory practice. Requires certain training materials to contain an educational program to protect against antisemitism.

Use of fabricated media. Defines "fabricated media" as recorded audio, a recorded image, or recorded video of an individual's speech, appearance, or conduct: (1) that has been altered without the individual's consent such that: (A) the media conveys a materially inaccurate depiction of the individual's speech, appearance, or conduct; and (B) a reasonable person would be unable to recognize that the recording has been altered; or (2) in which an artificially generated audio or video imitation of an individual that: (A) has been created without the individual's consent; and (B) is sufficiently lifelike that a reasonable person would be unable to distinguish the speech or appearance of the imitation from the speech or appearance of the individual; is used to convey a fictional depiction of the individual's speech, appearance, or conduct. Provides that a person who pays for or sponsors a political campaign advertisement that: (1) expressly advocates for the defeat of a clearly identified candidate; and (2) includes fabricated media that: (A) depicts the identified candidate; and (B) was created without the consent of the identified candidate; commits a Class A misdemeanor and is subject to a civil action by the identified candidate. Provides that a person that pays for the creation of a publicly disseminated advertisement that: (1) includes fabricated media depicting a living individual without the consent of the individual; or (2) includes fabricated media depicting a deceased individual without the consent of the person entitled to exercise and enforce the individual's rights of publicity; commits a deceptive act that is actionable by the attorney general and is subject to a civil action by the individual or by the person entitled to exercise and enforce the individual's rights of publicity.

Fabricated media. Defines "fabricated media" as recorded audio, a recorded image, or recorded video of an individual's speech, appearance, or conduct: (1) that has been altered without the individual's consent such that: (A) the media conveys a materially inaccurate depiction of the individual's speech, appearance, or conduct as recorded in the unaltered recording; and (B) a reasonable person would be unable to recognize that the recording has been altered; or (2) in which an artificially generated audio or visual imitation of an individual that: (A) has been created without the individual's consent; and (B) is sufficiently lifelike that a reasonable person would be unable to distinguish the speech or appearance of the imitation from the speech or appearance of the individual; is used to convey a fictional depiction of the individual's speech, appearance, or conduct. Provides that: (1) certain political campaign communications that include fabricated media depicting a candidate must include a specified disclaimer; and (2) if the communication does not include the required disclaimer, the candidate depicted may bring a civil action against specified parties in connection with the dissemination of the communication. Provides that fabricated media depicting an intimate image of an identifiable representation of an individual may be the subject of: (1) a civil action for disclosure of nonconsensual pornography; or (2) criminal prosecution for distribution of an intimate image.

Lead testing. Allows a local health officer to order an environmental inspection of a building in which a child who has an elevated blood lead level has resided for at least six months. Requires a local health department to: (1) identify grants and resources to assist property owners and occupants with lead abatement; and (2) publish the information on the local health department's website. Requires that the guidance developed by the Indiana department of health for health care providers for blood lead level screening for children are consistent with the federal Centers for Disease Control and Prevention guidelines. Amends the requirements for certain health care providers concerning childhood blood lead screening. Removes the expiration date of these provisions. Beginning in the 2025-2026 school year, requires a qualified school to require a child or student who meets specified criteria to receive a blood lead screening test. Provides that a child or student who meets specified criteria may not be initially enrolled in a qualified school unless: (1) the child or student has received a blood lead screening test and documentation of the test is provided to the qualified school; or (2) if the child's parent, student's parent, or student, if the student is an emancipated minor, declines the test, a written explanation for declining the test is provided to the qualified school. Defines "qualified school" for purposes of these provisions.

Fair and open competition for public projects. Provides that a public agency may not do any of the following: (1) Require a potential bidder on a public works project to provide any information that the potential bidder considers confidential or proprietary as a requirement for the public agency finding the bidder to be a responsive or responsible bidder. (2) By rule, ordinance, or any other action relating to contracts for public works projects for which competitive bids are required impose any requirement that directly or indirectly restricts potential bidders to any predetermined class of bidders defined by experience on similar projects, size of company, union membership or requiring the use of union labor, or any other criteria. (3) Take certain actions based on a bidder's, offeror's, or contractor's entering into, refusing to enter into, adhering to, or refusing to adhere to an agreement with a labor organization.

Robotics competition program. Amends the robotics competition program (program) definition of "allowable expenses" to allow a robotics competition team to use grant funds on expenses associated with a robotics competition. (Current law allows expenditures for expenses associated with attendance at a robotics competition.) Amends the program definition of "eligible school" to include a nonpublic school accredited by a national or regional accreditation agency that is recognized by the state board of education. Amends the program definition of "eligible team" to include a community based robotics competition team. Requires the department of education (department) to consider the number of participants when developing a guideline to award grants. Requires the department to award grants for each school year not later than August 1 of the applicable school year. Specifies that the program and any participation by a team mentor and team coach in the program is not subject to collective bargaining.

Provides that only the state of Indiana may bring or maintain an action by or on behalf of a political subdivision against a firearm or ammunition manufacturer, trade association, seller, or dealer, concerning certain matters. Prohibits a political subdivision from otherwise independently bringing or maintaining such an action. Specifies exceptions.

Apprenticeship tax credit. Provides for an apprenticeship tax credit (credit) for an eligible employer. Provides that the amount of the credit is equal to 50% of qualified expenses attributable to the establishment of an apprenticeship program. Provides maximum amounts of the credit: (1) in a taxable year; and (2) in aggregate. Provides that the total amount of credits that may be awarded for a state fiscal year may not exceed $10,000,000.
