Provides that the governing body of a school corporation or the chief administrative officer of a nonpublic school system shall authorize the absence and excuse of a school student if the student participates in certain events offered by the National FFA Organization, the Indiana FFA Association, or a 4-H club. Provides that a student's excused absences may not exceed six days in a school year. Provides that the student must be in good academic standing.

Riverfront economic development tax area. Allows the legislative body of a city or a county without a consolidated city to adopt a resolution establishing a riverfront economic development tax area (tax area). Sets forth requirements for the location of the tax area. Requires the legislative body to make findings when adopting a resolution. Requires the legislative body to submit a resolution establishing a tax area to the budget committee and budget agency for review and approval. Allows a tax area to receive incremental state income tax revenue and incremental sales tax revenue attributable to the tax area. Requires a city or county that establishes a tax area to establish a riverfront economic development area fund. Provides that a tax area terminates not later than 25 years after the date on which the resolution establishing the tax area is adopted.

Family and juvenile law matters. Amends the definition for "act of rape", only for the purposes of IC 31-35-3.5 (termination of parent-child relationship of an individual who committed an act of rape), to include child molestation and sexual misconduct with a minor. Provides that the department of child services or a court shall consider ensuring the child's safety to be the most important consideration in the determination of a child's best interests under family and juvenile law. Provides that there is a rebuttable presumption that a child is a child in need of services if the state establishes that the child lives in the same household as an adult who was a perpetrator of a child fatality or near fatality that may have been the result of abuse, abandonment, or neglect. Adds sexual misconduct with a minor as an offense that may be alleged in a petition to terminate the parent-child relationship when a child is conceived as a result of the offense. Amends the circumstances under which a court may terminate the parent-child relationship with regard to a child in need of services.

Cemetery perpetual care fund. Provides that a cemetery: (1) consisting solely of a columbarium installed before January 1, 2025; (2) that is located on property consisting of at least 40 acres that is owned by a nonprofit organization with a focus on veterans that is exempt from federal income taxation under Section 501(c)(3) of the Internal Revenue Code; and (3) that is located on property that was owned by the nonprofit organization before January 1, 2024; is not required to establish a perpetual care fund.

Certified registered nurse anesthetists. Allows a certified registered nurse anesthetist (CRNA) to administer anesthesia under the direction of and in the immediate presence of a podiatrist or dentist. (Under current law, a CRNA may administer anesthesia under the direction of and in the immediate presence of a physician.) Provides that a physician, podiatrist, or dentist is not liable for any act or omission of a CRNA who administers anesthesia. Makes corresponding changes.

Driving privilege cards. Provides that an individual who is an Indiana resident and cannot provide proof of identity and lawful status in the United States may apply for a driving privilege card to obtain driving privileges. Sets forth the requirements to obtain a driving privilege card. Provides that a driving privilege card may not be used as identification for any state or federal purpose (other than to confer driving privileges), for the purpose of voting, or to verify employment. Requires an individual who holds a driving privilege card and operates a motor vehicle to verify and continuously maintain financial responsibility on any motor vehicle operated by the individual who holds the driving privilege card in the amount required by law. Provides that the bureau of motor vehicles may not disclose certain information unless presented with a lawful court order or judicial warrant. Requires an applicant for a driving privilege card or driving privilege card renewal to sign up for selective service. Requires the bureau of motor vehicles to submit an annual report to the legislative council and the interim study committee on roads and transportation. Makes conforming amendments. Makes technical corrections.
